Unfinished Eldorado Building on Surikov Street Finds No Buyers

The city of Krasnoyarsk failed to sell the unfinished Eldorado shopping center on Surikov Street at auction on January 23, with no bids submitted.

No one wanted to buy one of the most famous unfinished buildings in Krasnoyarsk — the Eldorado shopping center on Surikov Street. Not a single bid was submitted for the auction on January 23.
The object was being sold by the city administration. The unfinished building was seized for the city in May 2025 by court decision, since the developer never completed it, and the land lease agreement expired. In December, the building was put up for auction for 224 million rubles (approximately $2.46 million at current rates).
The press service of the urban planning department told NGS24.RU that a notice for new auctions will appear next week. The starting price will not be reduced.
In December 2024, former Krasnoyarsk mayor Vladislav Loginov said that interest in the building comes from the owner of the «Vkusno — i tochka» chain (a Russian fast-food brand), Novokuznetsk businessman Alexander Govor, whose structures would like to build an office building with a hotel here.
According to the urban planning department, construction of the building on Surikov Street began back in 2003 as the Eldorado shopping complex. In 2015, there were plans to build a Small Luxury Hotel with 58 rooms in the unfinished structure. It was supposed to be completed by the end of 2018. However, this project also never materialized. The owner tried to sell the building. The unfinished building has an area of over 9,200 square meters and is only 83% complete. According to the Kontur.Focus service, entrepreneur Andrey Senchenko manages and owns «TK Eldorado».
At the end of January, another famous long-term construction project is set to be completed — an auto parts store on Severo-Yeniseyskaya Street on the bank of the Kacha River.
