State Duma Initiative to Simplify Non-Residential Real Estate Rental

A Russian parliamentary committee head has proposed allowing self-employed citizens to rent out non-residential real estate, which could lower their tax burden.

In Russia, self-employed individuals may be allowed to rent out non-residential real estate. This initiative was proposed by Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy, and Veterans« Affairs.

According to him, currently, self-employed people can only rent out residential property, for which they pay a tax of 4–6%. As for non-residential premises (such as garages, warehouses, or apartments), a citizen must pay 13% of income and be registered as an individual entrepreneur.

«Today, a citizen cannot, for example, rent out a storage room or a garage, including pensioners—only residential premises. I believe that self-employed individuals should have this opportunity, and in this regard, the union of self-employed citizens also supports me. We have come forward with an initiative so that such an opportunity exists,» TASS quotes the deputy as saying.

It is worth noting that deputies regularly propose new laws to simplify the issue of acquiring real estate in Russia. The innovations primarily concern residential premises—apartments. For example, recently in the State Duma, it was proposed to issue free apartments to large families.
