Shumkov Slams Former Shchuchye Heads Over Theft Cases
Several criminal cases have been initiated against former officials in Shchuchansky District in recent years.
Governor Vadim Shumkov visited Shchuchye and recalled the criminal cases of previous city heads in his Telegram channel.

«We stopped by Shchuchye to see Alexei Nikolaevich. He inherited a difficult legacy. Despite much having been done, some «managers» from previous administrations, hiding behind the autonomy of local self-government, feathered their own nests with state resources, sparing no effort, stealing apartments meant for orphans, then road fund money, squandering already scarce funds, undermining public trust in authorities. All materials have been handed over to law enforcement agencies,» — the regional head«s post says.
The administration of Shchuchansky District is responsible for municipal management and public services in the area.
New Head
Former city head Yuri Dorošenko was detained by the FSB in Kurgan Region.
Shchuchansky District has been headed since autumn 2025 by a veteran of the Special Military Operation (SVO) Alexei Novoselov. Vadim Shumkov already visited him in October. Then the head of Zaurale stated that the quality of road repairs in the district would be checked after «uncovering another scheme by the previous administration of Shchuchye with residential premises.»
Vladimir Tamakhin, a former Shchuchye official, was arrested in January 2020.
Alexei Novoselov is awarded the medal «For Courage.» He volunteered for the special operation after 30 years of church service. He served for almost three years with the rank of senior sergeant. He was wounded twice.
According to Vadim Shumkov, this year in Shchuchansky District, 9 roads will be repaired — 5 municipal, 4 regional. The access to Medvedskoye village, «Irtysh» — Pivkino in asphalt, Pivkino — Kulikovo and Shchuchye — Tunguy in gravel. In Shchuchye itself — Zhukov Street, Victory Square, Lenin Street, Proletarskaya, 50 Years of VLKSM. And also, repairs will be conducted at three schools — the second building of Shchuchanskaya School No. 1, Pivkinskaya and Peschanskaya schools, and continue the hospital repair.
«Alexei Nikolaevich says that of the three types of service — church, military, and municipal — the last cross has been the heaviest. Well, no matter, he is a combat-hardened man in every sense of the word. God willing, he will manage. And we will help,» summarized Vadim Shumkov.
What About the Predecessors?
Municipal service in Shchuchansky District is indeed difficult. In mid-April 2025, the FSB for Kurgan Region reported on the detention of former city head of Shchuchye Yuri Dorošenko. According to the investigation, from 2020 to 2022, the man «out of personal and other interest» illegally transferred 8 apartments to city administration employees not on the waiting list, under contracts for official, and subsequently social rental of residential premises. This violated the order of priority for citizens registered as in need of improved housing conditions. Then the new owners privatized and sold the apartments, over 15 million rubles (about $150,000 at current rates) were stolen from the budget. Also detained was the first deputy of Dorošenko. The outcome of the case was not reported.
In 2021, former city head of Shchuchye Vladimir Tamakhin was convicted. He was found guilty of fraud and embezzlement. From 2016 to 2018, the convict issued illegal orders for his own bonuses and thus stole over 700,000 budget rubles (about $7,000 at current rates). And in 2017, in collusion with a convicted businessman, the ex-head stole over 1 million rubles (about $10,000 at current rates) by concluding fictitious contracts for services to the administration of Shchuchye. The former official was sentenced to 4 years of imprisonment suspended with a 3-year probation period.
Even earlier, in 2018, media reported on searches at the home of former head of Shchuchansky District Petr Chikishev. The reason was a criminal case against the director of a construction company, accused of fraud and embezzlement of budget funds on a particularly large scale. According to local media, in 2015, the head of one of the construction organizations concluded a contract for major repairs of a kindergarten for almost 6 million rubles (about $60,000 at current rates), but inflated the figures in the documents. At that time, the district head was checked for possible patronage of the contractor, but no criminal case was initiated against him. In 2019, amid the scandal, Chikishev left the post of district head. In 2021, Petr Chikishev passed away.
