Prosecutor General Seeks Seizure of Kuban Road Firms

The Prosecutor General's Office is seeking to confiscate assets from numerous companies allegedly involved in a billion-dollar corruption scheme to control road construction projects in Russia's Krasnodar Krai.

The Sochi court is about to begin hearing a lawsuit from the Prosecutor General«s Office, with 30 defendants, including current State Duma deputy Andrei Doroshenko, former deputy Anatoly Voronovsky, and current regional legislative assembly deputy Alexander Karpenko. Also on the list are the Minister of Transport of Krasnodar Krai Alexei Pereverzev and two of his deputies — Alexei Smagliuk and Alexander Dashuk.

As previously reported by the online portal 93.RU, the Prosecutor General«s lawsuit reveals a scheme to »capture the road construction market in Kuban.« Voronovsky (former transport minister of Kuban, gubernatorial advisor, and already former State Duma deputy) organized a kickback system where he distributed state contracts among »his firms.« And the companies paid him a percentage of the estimate. Precisely the two largest firms, which received billions from the budget, are owned by Doroshenko and Karpenko.

This lawsuit contains the Prosecutor General«s demand for the seizure of assets for state revenue, including companies engaged in these very road constructions. Portal 93.RU explains what these assets are:

  • The Prosecutor General«s Office requests that LLC »Alfastroy« be turned over to state revenue. The company is registered in the Tuapse district under Alexander Frolov. The authorities consider him a nominal owner controlled by Voronovsky. In total, state contracts worth 5.4 billion rubles (approximately $54 million at current rates) were concluded with the LLC. And the net profit for 2024 amounted to 40 million rubles (approximately $400,000 at current rates);

  • Another company, registered under the Frolovs (Oleg Alexandrovich and Alexander Alexandrovich), which is demanded for seizure, is the bridge and tunnel construction firm »Mostoburstroy«. It was established in 2018, and since then, state procurement contracts worth 4.7 billion rubles (approximately $47 million at current rates) have been concluded with it. The net profit for 2024 was 30.5 million rubles (approximately $305,000 at current rates);

  • Another asset, registered under Frolov, is »Inzhgeoprom« — engaged in the production of building structures. The LLC was registered in the Dinskoy district in 2022. The company did not participate in state procurement, and for 2024 showed a net profit of 1.5 million rubles (approximately $15,000 at current rates);

  • Further, the lawsuit indicates a company registered to Marina Tkach (another trusted person of Voronovsky, according to the prosecution) — LLC »Inzhtek«. However, according to the service »Kontur.Focus«, the founder was Evgeny Tkach, and now it is Oleg Frolov. This is another company for the production of building structures. It was also registered in the Dinskoy district.

    According to the Prosecutor General»s Office, Voronovsky, using his position, obliged companies in the region«s transport complex to purchase fuel from this LLC. Also on the list is LLC »Vayt«. A similar scheme operated here. From 2016 to 2019, these companies received »illegal income« of almost 1 billion rubles (968.1 million, approximately $9.7 million at current rates);

  • LLC »M-Stroyug«. The construction company is registered in Goryachy Klyuch under Elena Moskovchenko, the ex-wife of another scheme participant — Andrei Moskovchenko, former vice-president of the »Union of Road Workers of Kuban« and head of the »My Kuban« fund, through which, according to the Prosecutor General»s Office, kickbacks were conducted and money was withdrawn. In 2024, the company showed a net profit of 16.4 million rubles (approximately $164,000 at current rates);

  • «Ust-Labinskoye DRSU» and «Krasnoarmeyskoye DRSU». According to the Prosecutor General«s Office, these assets were owned by Voronovsky, but to conceal it, he registered the first company under a trusted person, Evgeny Nikogda — the husband of Andrei Moskovchenko»s sister. Through Voronovsky«s efforts (from 2017 to 2020 he was vice-governor and by law could not conduct business), among other things, the lawsuit claims, state contracts were »multiplied« and revenue grew. »Krasnoarmeyskoye DRSU« is the founder of »Ust-Labinskoye DRSU«.

    Shares in the charter capital of the latter are held by Nikolai and Tatyana Afanasenkov, controlled by Voronovsky. Both companies are engaged in road repair and maintenance in the region. Over time, these LLCs received over 14 billion rubles (approximately $140 million at current rates) from road state contracts;

  • »Krasnodaravtodorproekt«, 100% of the share in which is owned by Evgeny Nikogda. Krasnodar residents know this organization as it was involved in developing the project for the transport interchange at Volodarskogo and Tikhoretskaya streets, developing documentation for one of the stages of constructing the Eastern approach to Krasnodar. The organization also prepared design and working documentation for other facilities in the region, such as bridge reconstruction.

    Throughout its existence, the company received about 1.3 billion rubles (approximately $13 million at current rates) from state contracts. In 2024, net profit exceeded 20 million rubles (approximately $200,000 at current rates);

  • LLC «Magistral», registered to Irina Beketova. The organization, established in 2018, managed to receive half a billion rubles (approximately $5 million at current rates) from participation in state contracts. Among the works — road repair in the territory of Sochi;

  • LLC PKF «DTK». This is an Armavir organization for road repair. It has contracts worth over 45 billion rubles (approximately $450 million at current rates). For 2024, the LLC showed a net profit of 60 million rubles (approximately $600,000 at current rates) with revenue of 4.4 billion rubles (approximately $44 million at current rates). The company is registered to Eldar and Milana Doroshenko (son and daughter of deputy Doroshenko). Another 2% share in the charter capital belongs to LLC «Arma-Line» (also owned by Milana and Eldar).

    Currently, the firm registered to Doroshenko«s children — LLC PKF »DTK« — is carrying out reconstruction of the Western bypass of Krasnodar for 2.5 billion rubles (approximately $25 million at current rates);

  • LLC »Severskoye DRSU«. The founder of the company is Milana Doroshenko, daughter of State Duma deputy Andrei Doroshenko. Over time, the company received over 6.2 billion rubles (approximately $62 million at current rates) from state contracts. Including for maintaining roads in the Abinsky, Krymsky, and Slavyansky districts;

  • LLC «Stroyugregion». This company belongs to current deputy Alexander Karpenko and ranks first in the list of companies by volume of state procurement. In 2025, the company received 11.6 billion rubles (approximately $116 million at current rates) from the regional budget. In total, the company has contracts worth 127 billion rubles (approximately $1.27 billion at current rates).

    LLC «Stroyugregion» is known in Krasnodar for building the Yablonovsky Bridge for 5.7 billion rubles (approximately $57 million at current rates), finishing the construction of the controversial underground passage on Krasnykh Partizan for over 100 million rubles (approximately $1 million at current rates). On 4 July 2025, a contract was concluded with LLC «Stroyugregion» for the construction of a two-level transport interchange at Volodarskogo and Tikhoretskaya. The cost of the work is 4 billion 468 million rubles (approximately $44.68 million at current rates). Another company of the regional assembly deputy — «Osnova» — is repairing the Turgenev Bridge for 1.2 billion rubles (approximately $12 million at current rates).

    The Prosecutor General«s Office considers Karpenko a participant in the scheme to »capture road constructions« in Krasnodar Krai. According to the authorities, he acted in concert with deputies Voronovsky and Doroshenko.

    From 2021 to 2025, Karpenko headed the regional »Union of Road Workers of Kuban«. Membership in this association, the lawsuit states, was a mandatory condition for participation in procurement. On the platform of this association, Karpenko and Doroshenko sought future contractors, established the volume of work and the amount of sums that went to Voronovsky. The latter was calculated as a percentage of the estimated cost. In common parlance, such schemes are called »kickbacks«. Voronovsky received the money after the companies received budget funds, which they were supposed to use to perform the work.

  • LLC »Osnova«. As already mentioned above, »Osnova« is repairing the Turgenev Bridge in Krasnodar. From state contracts, the organization earned over 10 billion rubles (approximately $100 million at current rates);

  • LLC »DorMost« — a concrete production company, engaged in road and transport interchange repair in Krasnodar Krai. Also performs work on maintaining highways in the Apsheronsky district. The company is registered to Darya Chubachuk and NAO »Progress« (whose general director is also Chubachuk). »DorMost« since its registration in 2019 has received over 1.4 billion rubles (approximately $14 million at current rates) from state contracts;

  • LLC »ANT«, registered to Andrei Shikora — the son-in-law of regional legislative assembly deputy Alexander Karpenko. The company also deals with major repairs and maintenance of regional roads in the Bryukhovetsky, Timashevsky, Kanevsky, Primorsko-Akhtarsky, Vyselkovsky districts. The company has state contracts worth over 12 billion rubles (approximately $120 million at current rates). »ANT« also has a 28% share in the charter capital of the Primorsko-Akhtarsk television and radio company »ATV«;

  • »Ust-Labinsky Plant MZhBK« also belongs to regional legislative assembly deputy Alexander Karpenko. According to the Prosecutor General»s Office, Karpenko acquired this asset through «corrupt enrichment» from the scheme of Voronovsky and Doroshenko. This enterprise is engaged in the production of concrete and cement. The company«s revenue for 2024 was almost 400 million rubles (approximately $4 million at current rates), and net profit — over 38 million rubles (approximately $380,000 at current rates);

  • »KSK-Betonstroy«, 50% share in the charter capital belongs to Alexander Karpenko;

  • LLC »Ankar«. This company also belongs to Karpenko and deals with real estate management;

  • Another company from the Prosecutor General»s list — «Arma-Line». As already mentioned above, it belongs to Milana and Eldar Doroshenko (daughter and son of State Duma deputy Doroshenko). This company is engaged in transporting goods with specialized vehicles. The firm is registered at the same address as DTK — Karla Marksa Street, 88zh in Armavir.

Earlier, portal 93.RU wrote that bailiffs seized the property of current State Duma deputy Andrei Doroshenko and former deputy Anatoly Voronovsky. And before that, Transport Minister Alexei Pereverzev was sent to a pre-trial detention center along with two deputies — Alexander Dashuk and Alexei Smagliuk.

Later, Pereverzev was released under a travel restriction pledge. The reason: he made a deal with the investigation and gave detailed testimony against regional officials.
