The Commissioner for Children«s Rights in Irkutsk Oblast, Tatiana Afanasyeva, detailed the brutal murder in the Raduzhny microdistrict of Irkutsk. On the night of January 28, an Irkutsk resident took his wife»s friend hostage and then strangled her. A criminal case has been opened.
As Afanasyeva wrote in her Telegram channel, the deceased had two children.
«The tragedies that have occurred in the region over the past month truly cause shock and pain in all normal people. And the death of children is always an emergency for society and the state,» the children«s ombudsman noted, adding that the region needs a system for early detection of crisis situations and accessible psychological assistance.
According to Tatiana Afanasyeva, she was personally acquainted with the deceased woman. The children«s ombudsman»s office had been helping her resolve housing issues.
«She was a native of Kemerovo Oblast and belonged to the category of persons from among orphans. We helped her get an apartment in Kemerovo, sell it, and purchase housing in Irkutsk so she could live here with her children. In the coming days, she and her children were supposed to move into this apartment after renovations, which were assisted by specialists from the charity fund »Obereg«,» Afanasyeva reported.
The children«s ombudsman also added that the office will ensure that the children left without a mother are not deprived of their rights.
