OMS Updates Bring Free Screenings to Yaroslavl Residents

Starting January 1, changes to the list of services under mandatory health insurance have taken effect in Yaroslavl and across Russia. They affect prenatal diagnostics, monitoring of chronic diseases, and timelines for providing care.

Since the beginning of 2024, an updated list of medical services funded under the mandatory health insurance system has been in effect across Russia, including Yaroslavl. The changes affect several areas, such as screening for pregnant women, preventive check-ups for adults, and the organization of care for chronic conditions.

Prenatal Diagnostics and Newborn Screening

The free examination program for pregnant women now includes screening to assess the risk of chromosomal abnormalities in the fetus, including Down syndrome. This was reported by experts from the insurance medical organization «Kapital Medical Insurance».

New Examinations for Adults

During preventive check-ups and medical examinations, patients aged 18 to 40 now undergo an analysis of blood lipoprotein levels for early detection of lipid metabolism disorders. This examination is available free of charge a limited number of times.

The lipid profile is provided:

  • for patients 18–39 years old — once every six years;
  • for patients 40 years and older — once every three years.

If no diseases or risk factors are identified based on the examination results, the data will be sent to the personal account on the «Gosuslugi» portal, eliminating the need for a repeat visit to the clinic.

Assessment of Premature Aging Risks

At centers for healthy longevity medicine, examinations are conducted to assess the functional and adaptive reserves of the body and identify risk factors for early aging. The first stage includes questionnaire via the «Gosuslugi» portal and studies to determine biological age.

Based on the results of the studies and consultation, a health passport is issued to the patient (including in electronic form),» clarified the medical organization «Kapital MS».

Treatment of Hepatitis C at Home

For the first time under OMS, provision of medications for hepatitis C therapy at home is included. Doctor consultations can be conducted remotely, and treatment effectiveness is confirmed by laboratory tests.

Hepatitis C is a viral liver disease transmitted through blood. It often occurs asymptomatically but over time can lead to cirrhosis or liver cancer.

Also, PCR diagnostics and laboratory tests for patients with chronic viral hepatitis C will be paid for from OMS funds.

Reduced Timelines for Assistance with Cardiovascular Diseases

For patients with suspected cardiovascular diseases, new timelines for assistance have been established: a cardiologist consultation must be conducted within three working days, and necessary instrumental and laboratory studies within seven working days. Previously, up to 14 working days were allotted for this.

Moreover, the deadline for planned hospitalization has been reduced from 14 to seven working days. The timelines for providing high-tech medical assistance still depend on the region, diagnosis, applied treatment method, and workload of medical organizations.

Remote Consultations and Other Changes

In the OMS program, a separate section dedicated to providing medical assistance remotely has appeared for the first time.

«Don«t be afraid that you will only see the doctor on screen. Telemedicine technologies are applied according to the same clinical recommendations as in-person medical care. If the remote format is not suitable, you can always use in-person consultation,» noted Anton Ustyugov, deputy general director of »Kapital MS«.

Patients retain the right to choose a medical organization and a consulting doctor.

For disabled and low-mobility citizens in need of outside care, medical assistance at home will be provided. Participants of the special military operation will receive priority right to placement in single or double rooms in hospitals if available.
