Former deputy head of police for operational work of the Main Directorate of the Ministry of Internal Affairs of Russia for the Volgograd Region Ruslan Toymukhamedov received one and a half years in a penal colony on charges of fraud committed by a group of persons by prior conspiracy. The sentence was handed down by the Leninsky District Court of Stavropol and is currently being appealed.

Recall that Colonel Toymukhamedov was detained at his workplace on May 15, 2025.

“The investigation believes that one of the defendants in the criminal case, knowingly aware that an individual entrepreneur did not have the ability to organize and conduct a business mission in Turkmenistan and Turkey, aimed at developing exports of small and medium-sized enterprises in the Stavropol Territory, concluded with another citizen two contracts for paid services for organizing and conducting business missions for amounts of 850,000 rubles (approximately $8,950 at current rates) and 1,400,000 rubles (approximately $14,700 at current rates), — stated in the message of the Leninsky District Court on the selection of a preventive measure for the police officer. — According to the investigation, a report was subsequently provided on the organization and conduct of the business missions, which contained false information about their participants, who did not actually participate in the business missions. As a result of these actions, the Ministry of Economic Development of the Stavropol Territory suffered damage totaling 2,350,000 rubles (approximately $24,700 at current rates)”.

The court clarifies that, according to the investigation, Deputy Head of Police for Operational Work of the Main Directorate of the Ministry of Internal Affairs of Russia for the Volgograd Region Colonel Ruslan Toymukhamedov may be involved in committing these crimes, with materials provided by the Russian Federal Security Service for the Stavropol Territory cited as confirmation. The high-ranking police officer was placed in a pre-trial detention center during the investigation.

His arrest coincided with reports from anonymous Telegram channels about a large-scale inspection in the Main Directorate of the Ministry of Internal Affairs of Russia for the Volgograd Region and the suspension from service of a number of high-ranking police officers, prompted by a note found near the deceased farmer Alexei Paramonov.

The actual hearings of the case began in mid-August.

“The court found that in 2019, an agreement was concluded between the Ministry of Economic Development of the Stavropol Territory and the regional Entrepreneurship Support Fund on providing a subsidy to assist small and medium-sized businesses in entering foreign markets, — the press service of the prosecutor«s office of the Stavropol Territory reported the outcome of the hearing. — The director of the aforementioned Fund, Elena Samarina, acting as part of a group of persons by prior conspiracy with the accused, concluded contracts with an entrepreneur, unaware of the criminal intentions of the accomplices, for services to organize and conduct an international exhibition and business mission in Turkey and Turkmenistan. The man, fulfilling his criminal role, gave the appearance of organizing and conducting these events on the territory of foreign states.

Knowingly aware that the trips did not actually take place, the accused together with Samarina provided false reports to the Ministry of Economic Development of the region on the targeted use of subsidy funds. As a result, 2.25 million rubles (approximately $23,700 at current rates) were stolen”.

Elena Samarina was sentenced to a punishment not involving deprivation of liberty, Ruslan Toymukhamedov, who fully compensated the damage, was sent to a settlement colony for one and a half years. However, the sentence has not entered into force, and on January 28, a hearing is scheduled in the Stavropol Regional Court to consider the appeal of the former colonel.
