Orenburg Region Ranks Below Caucasus Republics in Safety Rating

Experts from RIA Rating conducted a study on the crime situation in Russian regions. It shows the number of crimes committed per 10,000 residents in each region in 2025. The results are based on data from the Russian Ministry of Internal Affairs and Rosstat. Here is where Orenburg Oblast ranked.

The top positions in the safety rating were taken by three Caucasian republics: Chechnya, where only 16 crimes per 10,000 residents were registered last year; Ingushetia with 37 crimes per 10,000 residents; and Dagestan, which recorded 42 crimes per the same number of people.
The most tense crime situation was observed in 2025 in Karelia, where 183 crimes per 10,000 residents occurred. Also at the bottom of the ranking were Zabaykalsky Krai and the Altai Republic, which registered 181 and 177 violations of the law per 10,000 residents, respectively.
As for Orenburg Oblast, its rate is 104.3, and it decreased by 7.8% over the year. In the RIA Rating, the region took 25th place, placing between Omsk Oblast and St. Petersburg. At the same time, the number of registered serious and especially serious crimes compared to 2024 decreased by 2.3% and amounted to 32.3 per 10,000 people.
In the top 10 regions of the Volga Federal District were Ulyanovsk Oblast, which took 8th place (84.8 crimes and 29.7 serious crimes per 10,000 residents) and Penza Oblast, which placed 10th (90.5 and 29.4).
