Former Orenburg road chief Dmitry Serbin could forfeit 298M rubles in property

Prosecutors have filed a lawsuit to seize assets worth over 298 million rubles from former Orenburg road department head Dmitry Serbin, alleging his family's purchases exceeded their income.

The prosecutor«s office has filed a lawsuit in court to recover property from the former head of the Main Road Management Department of Orenburg Oblast for state revenue.

According to the agency, from 2022 to 2024, Dmitry Serbin (who is accused of receiving a bribe on an especially large scale) and his close relatives purchased three expensive apartments and four parking spaces in Moscow, three vehicles, plus carried out other financial transactions — totaling over 298 million rubles (approximately $3.14 million at current rates). Meanwhile, the family«s income did not match the cost of all this »property«.

— The prosecutor«s office has filed a lawsuit to transfer the specified property to state revenue. The lawsuit is under consideration, — clarified the supervisory agency.

Dmitry Serbin became widely known after he was dismissed from his position as head of GUDKHOO in June 2024. A few days before that (following complaints from residents about road quality), he was sharply criticized by former governor Denis Pasler.

«If a manager cannot cope, let him vacate the position,» stated the former head of the region at the time. Serbin had worked at GUDKHOO since 2022 — he replaced Dmitry Khusid, who retired.

After his dismissal, Serbin returned to where he had worked previously — to JSC «Orenburgremdorstroi» (Orenburg Road Construction and Repair Company) as deputy general director. Meanwhile, the position of his supervisor has recently undergone changes: currently, the JSC is headed by former head of the Sorochinsk branch of «Orenburgremdorstroi» Pavel Yurchenko, who replaced dismissed member of «Pasler»s team« Vitaly Shumskikh.

All this is against the backdrop of a criminal case being initiated «against unidentified persons from among the leaders of the JSC,» information about which was confirmed to colleagues from «Ural56.Ru» by the Russian Interior Ministry«s department for Orenburg Oblast. The charge is — «Embezzlement or misappropriation, that is, theft of entrusted property, committed on an especially large scale» (Part 4 of Article 160 of the Criminal Code of the Russian Federation). The possible punishment is imprisonment for up to 10 years.

Note that JSC «Orenburgremdorstroi» is subordinate to the regional Ministry of Natural Resources. It is in this ministry that law enforcement attention has been drawn to more than one official.

Charged under the exact same article as Serbin is former head of the ministry Alexander Sambursky, and also detained was director of the State Budgetary Institution «Center for State Cadastral Valuation of Orenburg Oblast» Konstantin Fedorov. Moreover, the criminal case against former deputy director of «Orenburgremdorstroi» Artyom Vysotsky has already been sent to the Leninsky District Court of Orenburg.
