Ex-Novotroitsk Deputy Loses Moscow Apartments and Car, Loses Appeal

Former Novotroitsk city council deputy Yevgeny Koshkin lost two apartments and a car worth 38 million rubles after a court battle.
The Sixth Cassation Court of General Jurisdiction sided with the prosecutor, who had previously secured a major forfeiture from former Novotroitsk City Council deputy and ex-director of the Novotroitsk Soda Plant, Yevgeny Koshkin.

The prosecutor«s office initiated the lawsuit against the former deputy for failing to explain large purchases.
As reported by 56.RU, the supervisory agency found that between 2021 and 2023, Koshkin purchased two apartments in Moscow and an expensive car but could not explain the source of the income — 38 million rubles (approx. $422,200 at current rates). Koshkin claimed he received interest-free loans. The prosecutor«s office demanded the property be forfeited to the state, as stipulated by anti-corruption legislation.

Yevgeny Koshkin resigned as a deputy of the Novotroitsk City Council«s sixth convocation for electoral district No. 20 (United Russia faction) in April 2024; according to open sources, he also left his position as director of the Novotroitsk Soda Plant (NSZ) at that time, citing a move to another region.

During the civil case, as reported by the Novotroitsk City Court press service in early June 2025, Koshkin failed to confirm the legality of the income sources used to acquire the property. The court ultimately ruled in favor of the prosecutor«s office: the ex-deputy lost both the apartments and the car, all of which were seized.
Koshkin disagreed with the verdict and appealed it (the Orenburg Regional Court upheld the decision). In the Sixth Cassation Court, he again insisted he used interest-free loans for the purchases, but was again unsuccessful.
«The cassation court agreed with the prosecutor»s position and left the decisions of the lower courts unchanged,« the prosecutor»s office press service stated.
A similar procedure awaits former head of the Main Directorate for State Expertise of the Orenburg Region (GUDKhOO) Dmitry Serbin, though the property in his case is far more extensive — Moscow apartments and cars valued at 298 million rubles (approx. $3.3 million at current rates).
