Case against Achinsk council deputy chairman gains two new suspects

In addition to former head of Bolsheuluysky District Sergey Lyubkin, two more suspects were detained. Details of the criminal case were disclosed by the Investigative Committee and the regional prosecutor«s office.
Criminal cases have been initiated against the suspects — Sergey Lyubkin, Roman Stepanov, and a contractor. The first suspect — currently the deputy chairman of the Achinsk District Council of Deputies — is suspected of accepting a large bribe. The contractor is suspected of giving a large bribe, and Roman Stepanov — head of the Municipal Capital Construction Department (UKS) — is suspected of mediating in large-scale bribery.
The first two suspects face up to 12 years in prison with a fine of up to sixty times the bribe amount. And the head of the UKS faces up to 10 years with a fine of up to sixty times the bribe amount.
According to the investigation and prosecutor«s office, in spring 2022, the administration of Bolsheuluysky District and an individual entrepreneur entered into a municipal contract for the improvement of the area on Sovetskaya Street in the village of Bolshoy Uluy — where the »Dream Shore« embankment was supposed to be built. The contract cost over 32.7 million rubles (approximately $360,000 at current rates), and the improvement was to be supervised by the Municipal Capital Construction Department (UKS).
By the contract deadline, it turned out that the improvement work was done poorly. The head of the administration, Sergey Lyubkin, knew this, but with the aim of gaining material benefit, in October 2022, he proposed that the contractor repair the roof of his house.
In return, Lyubkin was to sign the reports without actually accepting the work. According to the prosecutor«s office, the administration head also offered the contractor patronage and priority in new contracts without tenders. The entrepreneur agreed to these conditions.
The contractor purchased materials for the roof repair and passed them to Lyubkin through the head of UKS, Roman Stepanov, as a bribe. Additionally, Stepanov artificially split a single large order into seven identical contracts with the same deadlines and conditions, bypassing the law on the contract system.
Later, the entrepreneur repaired the roof of Lyubkin«s house, with the repair costing over 500,000 rubles (approximately $5,500 at current rates). Lyubkin, in turn, paid for the repair based on the documents from the improvement contract.
Sergey Lyubkin and Roman Stepanov were detained at home, where searches were conducted, during which over one million rubles (approximately $11,000 at current rates) were found. The investigation plans to insist that the suspects be sent to a pre-trial detention center (SIZO).
Moreover, investigators are continuing to check the criminal case, establishing circumstances, and they plan to give a legal assessment to the actions of Lyubkin and Stepanov for the lack of improvement on Sovetskaya Street.
Earlier, NGS24.RU reported that at the end of December 2025, in Krasnoyarsk, former Minister of Construction and Housing and Communal Services Mikhail Zaskalko was detained, he is accused of abuse of authority. It is known that Zaskalko worked with the former head of the regional UKS, Sergey Vetrov. At that time, he was his deputy.
