The morning in Ryazan on February 3 began with massive traffic jams. At 8:30 a.m., as people attempted to commute to offices, Yesenina Street, Severnaya Okruzhnaya Road, Kolnaya Street, Kasimovskoye Highway, partially Moskovskoye Highway, and other routes were gridlocked.

Taxis are operating at increased rates; for instance, a ride from the Premier shopping center to Sobornaya Square in central Ryazan costs nearly 800 rubles (approximately $9 at current rates).
Residents report being unable to use public transport. A reader of YA62.RU wrote that on Bolshaya Street, from 7:30 a.m., no buses appeared for almost an hour.
«People are freezing in -27°C (-17°F), where are the Ryazan authorities? Someone must be held accountable for the transport,» a local resident exclaimed angrily.
According to meteorologists, today, February 3, is the coldest day of the week. Thermometers dropped to -25°C (-13°F) in the morning.
