Contractor selected for Irkutsk airport road study

A St. Petersburg company will prepare the technical-economic justification for the construction of a road linking Irkutsk with the new airport planned for the Klyuchevaya Pad area. This is reported in materials on the state procurement portal.
The auction was won by JSC «Institute Giprostroymost — St. Petersburg», with a contract value of 37.2 million rubles (approximately $413,000 at current rates), down from the initial bidding price of 41.8 million rubles (approximately $464,000).
«Institute Giprostroymost — St. Petersburg» was registered in 2000 and regularly participates in state procurements related to road project design, transport interchange planning, author supervision, and justification of road works across the country.
The company«s general director is Oleg Skorik, who has worked at the firm for many years. He is also a co-founder of several companies involved in road, bridge, and tunnel construction. Information on the founders of »Institute Giprostroymost — St. Petersburg« is not reflected in the »Kontur.Focus« service.
For the 2024 financial year (data for 2025 has not yet been presented), the company reported revenue of 4 billion rubles (approximately $44.4 million) and a net profit of 146.8 million rubles (approximately $1.63 million).
Recall that earlier, the Russian Ministry of Defense approved the site for Irkutsk«s new airport near Klyuchevaya Pad between Irkutsk and Angarsk, an area where the Irkutsk Aviation Plant conducts its tests. We showed on the map where this will be located.
Three route options are being considered for the road to the airport: an access road from the Angarsk bypass, an exit from the Irkutsk bypass, or a new direct highway from Irkutsk to the airport.
Irkutsk Region Governor Igor Kobzev stated in late November 2025 that the new road could become a toll road. According to him, he discussed the possibility of a concession agreement for the road«s construction with Vyacheslav Petushenko, chairman of the board of the state-owned company »Avtodor«. The agreement could stipulate that the investor, to recoup their investments, would charge users a fee.
The document justifying the road project must be completed by October 2, 2026.
As explained by Rosaviatsiya (the Federal Air Transport Agency), the «Klyuchevaya» site has several advantages over other potential locations. These include its proximity to the cities of the Irkutsk agglomeration, minimal noise impact on any future residential development, and the absence of any need to relocate existing utility networks, structures, buildings, or resettle residents.
