Volgograd residents report return of maddening snow cannon hum

Residents of the Gornaya Polyana settlement are again complaining about the maddening hum from the snow cannons at the winter recreation center. According to locals, the equipment started up as soon as it got colder outside.

‘After the warm spell, the cold came, and the cannons started humming again,’ residents report. ‘Volgograd is a separate state; the noise law doesn’t work on weekends, and regional authorities ignore Bastrykin’s orders.’

Recall that both residents of the Kolizey residential complex and residents of Gornaya Polyana have complained about the incessant hum from the snow slides at the paid tubing slope. For a while, the slope ceased operations after an incident where children were injured there, but soon the snow generators started making noise again. Exhausted by the hum, citizens recorded an appeal to Alexander Bastrykin with pleas for help. The head of Russia«s Investigative Committee ordered a criminal case to be initiated.

According to open sources, the owner of the winter recreation center is LLC «Akvatoria», registered in 2021, with an authorized capital of 10,000 rubles (approximately $110 at current rates). The sole founder of the company is Elena Karpenko. Moreover, Ms. Karpenko is the founder of six other legal entities, in many of which co-owners are listed as representatives of the family of large and well-known developers in Volgograd – the Nazarovs.

After numerous noise complaints, investigators from the Investigative Committee of Russia for Volgograd Oblast initiated a criminal case under the article «Provision of services that do not meet safety requirements,» however, the prosecutor«s office of the Kirovsky District canceled the decision to initiate a criminal case. Now the investigation is trying to appeal it in court.
