Top Cop Steps Down: Don Traffic Police Chief Leaves Post

Oleg Bogun, the head of the Don region«s State Traffic Inspectorate (GAI), has indeed left his post. According to a source from 161.RU, the region»s top traffic cop submitted a resignation report. We tell where Oleg Bogun will now work.

As a source told the editorial office, Oleg Bogun will head the State Traffic Inspectorate of Krasnodar Krai. Note that the position of head of the Kuban traffic police is a general«s rank. Acting head of the department has been appointed deputy— Police Colonel Sergey Sasin.

«Bogun was planning to go to Kuban following [former head of Don police] Oleg Agarkov since summer, but in Moscow they decided to wait because in Krasnodar Krai they were in no hurry to free up a place for him. The coordination has been going on since summer— the head of the traffic police did not want to simply leave. He wanted to transfer and immediately get to a lucrative position,» the source said. «But the arrival of the new head in the Ministry of Internal Affairs (MVD) spoiled Bogun»s plans. [Alexander] Rechitsky accelerated this process, cutting off paths to corruption in the Don, at least in the traffic police. And he started with traffic police inspectors on the streets.«

Oleg Bogun was born in Krasnodar Krai and has served in the structures of the State Traffic Inspectorate since 1994. Before his appointment to Rostov Oblast, Oleg Bogun was head of the department of Kuban traffic police from July 2011, and before that for five years he headed the traffic police department of the Leningradsky District of Krasnodar Krai. He has worked in the traffic police since 1994. In 2011, Oleg Agarkov was appointed to head the Russian MVD for Krasnodar. In the same year, Oleg Bogun«s appointment in Krasnodar took place. After that, both moved to Rostov Oblast and became heads of different departments there. Oleg Agarkov headed the Russian MVD Main Directorate for Rostov Oblast in 2017. And in June 2018, Oleg Bogun became head of the traffic police for the region.

In August 2025, sources from 161.RU reported that Police Colonel Oleg Bogun decided to leave his post following his former boss Oleg Agarkov. He headed the Don police, but later moved to Krasnodar Krai to the same position. As reported by 161.RU in May 2025, both Bogun and Agarkov came together to the region in 2018 and planned to leave it together. But, as a source clarified, Bogun did not immediately manage to get his place in Kuban as originally planned.

The main Don traffic cop first went on a long vacation, and then did not comment on the information about his departure at all. The press service of the department also did not comment on the situation. Also comical was the statement by the deputy head of the department of Don traffic police Sergey Sasin in September last year. He told the media that rumors about Bogun«s departure were not confirmed.

After Sasin«s statement, sources from 161.RU again confirmed the information about Oleg Bogun»s departure.

«The decision on Bogun was made back in May. He will no longer work in this position. Moreover, after the arrival of the new head of the regional MVD Alexander Rechitsky, not only Bogun will leave his position,» one of the publication«s sources said.

In May 2019, former governor Vasily Golubev reprimanded Bogun for poor organization of parking in Rostov. He instructed to resolve the issue within ten days. And in July 2022, the leadership of the Rostov Oblast traffic police was declared to have incomplete service compliance. Police Colonel Bogun and his two deputy lieutenant colonels had their qualification ranks reduced by one step. Bogun became a specialist of the 2nd class.

The order on incomplete service compliance was issued by the leadership of the MVD Main Directorate for Rostov Oblast on May 25 after corruption scandals and mass searches in traffic police units. A year earlier in Rostov Oblast, several high-ranking traffic police officers were searched. The scandal led to criminal cases. In mid-April 2022, in the case of bribes on the roads of the Aksaysky District, 24 traffic police officers were arrested. Mostly, these were officers of the separate first battalion of the traffic police.
