«Dragon's Breath Effect» Raises Yaroslavl Square Costs

The large-scale renovation of Yunosti Square in Yaroslavl under the federal project «Formation of a Comfortable Urban Environment» has already begun. Since 20 July, the square has been closed to visitors and the dismantling of the existing playground has started.

«The main improvement works on Yunosti Square will be carried out by OOO „PK ‚Krepysh‘. First, old structures will be dismantled, and construction waste will be removed and disposed of. In addition, earthworks will be carried out, including laying utility networks, constructing bases for driveways, sidewalks and future sites, and installing foundation slabs. Then the covering of driveways, sidewalks and sites will begin. Electrical work will also be carried out, street lighting poles will be installed, and a video surveillance system will be installed. OOO „PK ‚Krepysh‘ is a scandal-ridden company from Rybinsk. According to the Kontur.Fokus service, it was founded in December 2016. Its director is Oleg Pegashov, and its sole founder is Ilya Lubenin. Lubenin is also the general director of a related company, OOO „Kompaniya Krepysh‘, founded in Rybinsk in 2012. Pegashov is a co-founder of the regional branch of the „Greens‘ party. The company specializes in producing sports and play equipment and playgrounds. In 2021, the company won several dozen contracts worth over 250 million rubles (about 2,631,600 USD at current rates) and failed the largest improvement project in Rybinsk, and was also criticized for the development of Tveritskaya Embankment in Yaroslavl.
How much does the improvement cost?
Procurement for the large-scale transformation of Yunosti Square has been completed on many items:
Earlier, a contractor was found to supply a six-meter figure of the „Govorun Bird‘ from the cartoon „The Mystery of the Third Planet‘ — 30.068 million rubles (about 316,500 USD).
Separately, a procurement was announced for the installation of a six-meter three-headed dragon with a TV screen in its paws, felling of existing trees, laying of cables and underground utilities, paving slabs, installation of video surveillance and lighting — 71 million rubles (about 747,400 USD).
Another procurement concerns the supply of 6 swings and 7 mini-carousels for the playground — 6.14 million rubles (about 64,600 USD).
Notably, the same swings appear in a new procurement for the supply of benches and carousels, as well as a play complex with slides to be installed next to the Govorun Bird tower — 35.9 million rubles (about 377,900 USD).
Geoplastics and landscaping of the square — 27.112 million rubles (about 285,400 USD).
Manufacture and installation of parklets (small seating area, in this case wooden bench-decks on a height) — 8.496 million rubles (about 89,400 USD).
Manufacture and installation of a six-meter dragon with LED lighting — 7.908 million rubles (about 83,200 USD).
Total over 180.5 million rubles (about 1.9 million USD) at present. The editorial board requested the Yaroslavl city administration to name the total amount allocated for the square’s renovation.
«Each head must contain a speaker that emits the dragon’s roar and a fog nozzle that, together with red-orange lighting, creates the effect of smoke from the mouth», the documentation says.
In its paws, the dragon will hold a video screen, which apparently will be purchased separately, as the documents specify that it will be provided by the customer.
The landscaping contract specifies the work period — just over 300 days from the date of contract conclusion with a break for two winter months. Thus, the improvement will be completed by next summer.
