Don Traffic Police Chief Oleg Bogun Steps Down

Oleg Bogun will take up a general«s position in Krasnodar Krai.
Oleg Bogun, who headed the State Traffic Inspectorate (GIBDD) management for Rostov Oblast, has finally left his post. He submitted a resignation report and will soon head a similar department in Krasnodar Krai.

On the Don traffic police website, Bogun«s name is no longer listed in the leadership section.
The position of head of the Kuban State Traffic Inspectorate is considered a general«s post. Negotiations on Bogun»s transfer had been conducted since last summer.

When appointed to Rostov Oblast, Oleg Bogun was not given a probation period at the insistence of Oleg Agarkov.
As explained by a source, «Bogun was planning to move to Kuban following [former head of Don police] Oleg Agarkov since summer, but in Moscow they decided to wait with this, because in Krasnodar Krai they were in no hurry to free up a place for him. The approval process had been ongoing since summer — the head of GIBDD did not want to simply leave. He wanted to transfer and immediately land in a lucrative position.» However, plans changed with the arrival of the new head of the regional Ministry of Internal Affairs Alexander Rechitsky, who, according to the source, «accelerated this process, cutting off paths to corruption in the traffic police in Don at any rate. And he started with traffic police inspectors on the streets.»
Oleg Bogun is a native of Krasnodar Krai. His career in the State Traffic Inspectorate began in 1994. Before transferring to Rostov Oblast, he held leadership positions in the GIBDD of Krasnodar Krai. In 2018, he became the head of the Don State Traffic Inspectorate, and his colleague Oleg Agarkov headed the regional management of the Ministry of Internal Affairs.
Rumors of Bogun«s resignation circulated since August 2025. In the autumn of the same year, he went on a long vacation. Deputy head of GIBDD Sergei Sasin then stated: »Oleg Nikolaevich is simply on vacation, a well-deserved vacation according to schedule. Everything that is being said is absolutely untrue. No matter how much I pay attention, nevertheless. Everything is fine, Oleg Nikolaevich is on vacation, we are waiting for you. Everyone is alive, healthy, all in formation.«
Despite this, informed sources confirmed that the decision on Bogun«s departure was made back in May 2025. One of them noted: »The decision on Bogun was made back in May. He will no longer work in this position. Moreover, after the arrival of the new head of the regional Ministry of Internal Affairs Alexander Rechitsky, not only Bogun will leave his position.«
Bogun«s career in Don was accompanied by problems. In May 2019, then-governor Vasily Golubev criticized him for poor organization of parking space in Rostov. In July 2022, the leadership of the Rostov GIBDD was declared to have incomplete service compliance, downgrading the qualification ranks of Bogun and two of his deputies.
This decision followed after corruption scandals and mass searches in the traffic police units. In April 2022, several high-ranking GIBDD employees were searched, and in a bribery case, 24 inspectors were arrested, predominantly from the first traffic police battalion of the Aksaysky district.
