Volgograd Resident Sues City Hall Over Parking Fines

A father of many children filed an appeal after the district court refused to cancel fines totaling 35,000 rubles (approximately $350 at current rates), challenging seven parking tickets for parking in a green zone.

Resident of Volgograd Eduard Zhukov, a father of many children, appealed to the Volgograd Regional Court after the Central District Court refused to cancel the fines imposed on him. The total amount of penalties for parking in an area designated as a «green zone» is 35,000 rubles (approximately $350 at current rates).

Seven violation orders were issued over two weeks, but all were received by Zhukov on one day – October 23. The man acknowledges the fact of parking but claims he did not receive prior warnings.

‘When a person commits an offense, they are given time to correct it. But me, basically, they didn«t even warn. I don»t deny that I violated, but you also understand that this is a courtyard: you know how the space is organized there. In my opinion, this is no longer about protecting the region«s interests, but an attempt to fill the budget at our expense,’ Eduard explained.

In the court of first instance, he presented three main arguments:

  • The car was left by his wife, who works nearby;
  • GPS tracker data cannot be considered reliable due to possible connection failures;
  • The large family status should be considered as grounds for deeming the violation minor or replacing the fine with a warning.

However, the court did not take any of these arguments into account and upheld the orders.

Now Zhukov is appealing this decision to a higher authority. ‘I was fined 35,000 rubles (approximately $350 at current rates) – this is a significant amount for the family budget, especially before the New Year. I don«t deny that it happened, but could they have imposed the fine just once? Give me a chance to correct myself. But even the argument about having many children was not taken into account by the court,’ he stated.

In Volgograd, there have already been cases of successful appeals against parking fines. For example, in December 2025, the court canceled an order issued to a driver for parking in a paid parking lot, since the parking zone did not extend to the place where the car was left.
