Volgograd Authorities Clarify Why Trucks Appeared on Streets

On the night of February 2–3, during heavy snowfall, many trucks appeared on the streets of Volgograd. This occurred despite a ban imposed by authorities on heavy-duty vehicle movement throughout the city.
Recall that the governor of Volgograd Oblast announced restrictions on movement along the region«s backbone road network due to worsening weather conditions. Earlier, a massive traffic jam formed on the Second Longitudinal Highway due to snowfall.
The situation is complicated by the presence of stopped heavy-duty vehicles on the Second and Third Highways — municipal authorities are being assisted by the State Traffic Inspectorate in resolving this issue, the city administration reported. — In addition, movement of heavy-duty transport on city roads is temporarily prohibited. This measure will help ensure the operation of special equipment and also quickly remove the stopped trucks from the roads.
The restrictions also extended to federal highways passing through the oblast. Due to snowfall and limited visibility, highways to Saratov, Moscow, Rostov, Astrakhan, and Elista were closed. The ban on movement applied to trucks and buses and was in effect until further notice.
Simultaneously, the Volgograd administration reported on road clearing, which was hampered by massive traffic jams on the highways. The municipality banned truck movement on all city roads in hopes of speeding up the cleanup, but drivers ignored this ban.
The administration stated that the authority to stop trucks lies with the State Traffic Inspectorate (GIBDD) employees, who are obligated to monitor compliance with traffic rules. The police, in turn, clarified that the governor«s ban applied only to highways within the oblast, not city streets.
Previously, the police had already stated that the responsibility for complying with the ban on truck movement in the city lies solely with the drivers. Similar statements were made in connection with restrictions imposed during hot summer days.
State Traffic Inspectorate employees, upon identifying a traffic violation committed by a road user, stop the vehicle to prevent the violation and proceed with the administrative offense case, it was stated in response to the editorial inquiry. — In accordance with the order of the Department of Urban Economy of the Volgograd Administration, control over its execution is carried out by the Department of Urban Economy of the Volgograd Administration. Forcibly prohibiting the movement of freight vehicles due to drivers violating the requirement of road sign 3.4 «No Truck Traffic,» detaining vehicles as a measure to secure proceedings in an administrative offense case, and other measures of influence are not provided for by regulatory legal acts. Responsibility for this offense is provided for by Part 6 of Article 12.16 of the Code of the Russian Federation on Administrative Offenses and entails the imposition of an administrative fine on the driver in the amount of 500 rubles (about $5 at current rates).
