Tula Drivers Warned of Fines for Stopping on Tram Tracks
Tula officials report increasing incidents where cars halt tram traffic by parking on or getting stuck on rails.

The Tula administration reminded drivers that interfering with tram movement is prohibited and carries a fine.
Since the beginning of the year, over 70 cases have been recorded in the city where cars have obstructed electric transport. This includes improper parking on tracks, near them, as well as situations where vehicles get stuck on rails. As noted by the administration, drivers often drive onto tram tracks, miscalculate their vehicle«s capabilities, and cannot overcome the road section, causing tram traffic to halt.
Most often, such situations occur at the intersections of Friedrich Engels and Sovetskaya streets, Plekhanov and Kirov streets (in both directions on dedicated tracks), on Marat, Vozdukhoflotskaya (dedicated line), Kominterna, Demidovskaya Plotina streets, as well as on Maxim Gorky Street in the area of the «Shtykovaya» ring.
According to clause 12.4 of the Russian Traffic Rules, drivers are prohibited from stopping a car on tram rails. This is also not allowed near the tracks if the vehicle interferes with tram movement. Parking in such places is also forbidden.
For the violation, a fine is provided under Part 3.2 of Article 12.19 of the Code of Administrative Offenses of the Russian Federation — 1,500 rubles (approximately $16 at current rates).
Moreover, the municipal enterprise Tulgorelektrotrans reminded that the company has the right to recover compensation from the culprit for tram downtime if traffic was disrupted due to a car.
Drivers are asked not to park on tracks or near them, to choose parking spots in advance, to yield to trams, and not to leave cars near rails even for a short time.
Recall that Tula residents complained about serious problems with public transport. According to citizens from some districts, it is almost impossible to leave in the morning — buses arrive overcrowded, people don«t fit in the cabin and are forced to wait for the next trip, which is also packed.
