Traffic Police Explain Why 'THIEF' Van Wasn't Fined

The driver of a Ford van with the license plate «THIEF» was not fined for parking on the sidewalk near the Arbitration Court on Thursday, January 29. The Chelyabinsk State Traffic Inspectorate responded to a request from 74.RU explaining why he avoided punishment this time.

In the comments on the news about the car parked right in front of the entrance to the Arbitration Court of Chelyabinsk Region, several readers wrote that they often see this van — it delivers documents to the court.
«Yes, it»s been written about 100 times already! This is the Arbitration Court«s car, an ancient service Ford, it»s been driving with these plates for 15 years. It delivers correspondence and escort,« wrote a reader of 74.RU. »It only stops for loading and unloading. Well, there are no special unloading spots in the building, and it«s about 100-150 kg daily.»
The State Traffic Inspectorate confirmed this information.
«A crew of the road patrol service of the Chelyabinsk City State Traffic Inspectorate went to the specified address. Upon arrival at the scene, no violations of the Russian Federation Traffic Rules by the Ford Transit vehicle were detected. The vehicle stopped for unloading work,» explained the traffic police.
According to clause 9.9 of the Russian Federation Traffic Rules, it is permitted for vehicles delivering goods to trade and other enterprises and facilities located directly next to curbs, sidewalks, or pedestrian paths to approach via the shortest route, if there are no other possibilities for approach. At the same time, traffic safety must be ensured.
However, last time the driver of this bus committed a violation — he was parked on the sidewalk near a neighboring building, and there was no unloading work there, added the traffic police.
