Novosibirsk is changing the procedure for towing abandoned vehicles. First Deputy Mayor Iosif Kodalaiev announced this at a press conference at the Interfax news agency on 27 January.

«All these »snowdrops« will fall precisely into the category of abandoned vehicles. Cars that are on the street and road network and have not been used for a long time, meaning they have visible accumulated traces of precipitation, will be subject to relocation to specialized sites,» warned Iosif Kodalaiev.

The storage period for a «snowdrop» will be three months. If the owner does not come forward for their vehicle during this time, the city hall will initiate a court procedure to have the car declared ownerless, in order to transfer it to city ownership. After that, the car can be disposed of.

Abandoned cars are regularly found in Novosibirsk. If the owner does not declare that they want to retrieve the car within 10 days, the vehicle is placed in an impound lot.

On 27 January, NGS also reported that due to the large number of parked cars, a new method will be used for snow clearing on streets.
