Rostov region to spend 40 billion rubles on new traffic cameras

The authorities of the Rostov region will spend over 40 billion rubles (approx. $444 million at current rates) on a concession agreement with the company Urbantech-SZ to install 1,000 new traffic enforcement cameras. The costs are planned to be recouped through fines issued to motorists.

The authorities of the Rostov region will spend over 40 billion rubles (approx. $444 million at current rates) on a concession agreement with St. Petersburg-based «Urbantech-SZ». The company is to install 1,000 new photo and video recording cameras for traffic violations in the region over the next 13 years.

The amount of expenses was approved by a decree of the Rostov regional government, signed by Governor Yuri Slusar. The total amount is 40.025 billion rubles (approx. $444.7 million at current rates). It is broken down by year from 2026 to 2039. It is indicated that the concessionaire will receive the money as payment from the concedent (the regional government) from the Rostov region road fund.

According to the project, which was already reported by 161.RU, «Urbantech-SZ» will create an «Automated system for operating the road safety system» in the region. It is designed for 2026–2038 with the possibility of extension for five years. The company undertakes to install 1,000 new photo and video recording complexes in the Rostov region, set up and control their operation. Currently, there are fewer than 300 such cameras in the region.

According to the terms of the concession agreement, each new camera must record an average of 28 violations per day, and the average fine amount will be 957 rubles (approx. $11 at current rates). Thus, over 13 years, this amounts to more than 127 billion rubles (approx. $1.41 billion at current rates).

It is from this money that the Rostov region plans to pay the investor. According to the draft concession agreement, «Urbantech-SZ» will invest 562.7 million rubles (approx. $6.3 million at current rates) of its own funds and 7.26 billion rubles (approx. $80.7 million at current rates) of borrowed funds. Another 32.193 billion rubles (approx. $357.7 million at current rates) is money expected from operating the automated system. The total is 40.025 billion rubles (approx. $444.7 million at current rates).

Note that the new cameras will be capable of recording both common traffic violations (speeding, lane marking violations, unfastened seat belts, etc.) and relatively new ones. In particular, talking on the phone while driving.

«Urbantech SZ» is part of the Moscow-based holding company «Urbantech-M». According to the SPARK database, the company was registered in 2018. The owners are not disclosed, although it is indicated that among them, in addition to Russians, were citizens of Israel. The company«s revenue in 2024 amounted to 1.2 billion rubles (approx. $13.3 million at current rates), and net profit was 2.07 billion rubles (approx. $23 million at current rates).

According to Urbantech«s own information, the company currently manages the road safety system in the Moscow region and is implementing similar ones in St. Petersburg, Dagestan, and the Nizhny Novgorod region. The holding also includes the photo and video recording complex manufacturer »Azimut«.

Urbantech claims that every fifth photo and video recording complex in Russia is installed or operated by the company.
