Paid Parking in Yaroslavl Region: Results of the First Month

Paid parking in the region began operating on December 25, 2025. After a month, preliminary results of their operation have been summarized.
The regional government reported: «In Yaroslavl, Rybinsk, Uglich, Rostov Veliky, and Pereslavl-Zalessky, payment for vehicle parking was made 141 thousand times. The regional budget received 20.1 million rubles (approximately $221,100 at current rates).»
The geography of payments was distributed as follows:
  • Yaroslavl: 116,000 times
  • Rybinsk: 9,130 times
  • Pereslavl-Zalessky: 8,805 times
  • Uglich: 6,513 times
  • Rostov Veliky: 968 times
Deputy Chairman of the Government — Minister of Road Infrastructure and Transport Roman Dushko added: «To date, motorists in the region have received about 1,740 preferential and 630 resident permits and purchased 1,400 subscriptions.»
During the period from December 25 to January 25, controlling authorities recorded more than 10,000 violations related to non-payment for parking. The fine amounts are set at 2,500 rubles (approximately $28) for individuals, 5,000 rubles (approximately $55) for officials, and 10,000 rubles (approximately $110) for legal entities.

On the day the system launched in Yaroslavl, an unusual scene was observed: the paid parking spots themselves remained mostly empty, while adjacent streets, courtyards, and park areas were overcrowded with cars.
