Novosibirsk Region Road Repairs in 2026: Costs and Lengths

Regional and city authorities spoke about the implementation of the national project for infrastructure development in Novosibirsk Region and plans for the coming year. In 2026, 160 kilometers of roads will be repaired in Novosibirsk Region. For comparison, last year, repairs were completed on 250 kilometers of roads. But funding has also been halved: from 14 to 7.4 billion rubles (approximately $156 million to $82 million at current rates). Read more in the article.

With Slight Overfulfillment

Novosibirsk Region reported on the implementation of the national project «Infrastructure for Life,» which launched in Russia in 2025. Generally, it involves not only road development but also the formation of a comfortable urban environment, modernization of utility infrastructure, and development of infrastructure in settlements.

Last year, the focus was on developing road infrastructure, improving regulatory condition, and ensuring road safety. For these purposes, about 14 billion rubles (approximately $156 million at current rates) were allocated, half of which was federal funding.
By the end of 2025, 52% of the regional road network was to be brought up to regulatory condition.
«The result of implementation for us is 57.9%, almost 58%, with slight overfulfillment,» reported Anatoly Kostylevsky, Minister of Transport and Road Management of Novosibirsk Region, at a press conference held on January 27 at the Interfax agency.
For the Novosibirsk agglomeration, the task was to maintain the standard of 85%, which was achieved as a result of another national project — «Safe and Quality Roads.» Now, according to the minister, the region maintains a value of 85.76%.
«There was also the task of bringing the core road network up to regulatory condition. With a planned value of 70.2%, we achieved 73.5%. In physical terms, repairs were completed on 250 kilometers of roads, almost 1.2 million linear meters of artificial structures, and over 2 million square meters of upper layers of road surface were laid. All this was carried out at 86 facilities that were put into operation,» said Anatoly Kostylevsky.
Another 24 facilities are carry-over — they will continue to be repaired in 2026.
Among the most significant facilities that are part of the core road network and whose repairs will continue are «Novosibirsk — Kochki — Pavlodar» (in Kazakhstan), «Novosibirsk — Leninsk-Kuznetsky,» and R-254 «Kupino — Karasuk.»
Novosibirsk also reported successful completion of tasks. First Deputy Mayor of Novosibirsk Iosif Kodalaev said that in 2025, with the support of the regional budget, it was possible to repair 53 sections of city roads with a total length of about 51 kilometers.
«This allowed us to ensure the achievement of the indicator at the level of 85% for the agglomeration network, which pertains to the city of Novosibirsk,» emphasized Iosif Kodalaev.
In addition, the city managed to repair 108 sidewalk sections. The first deputy mayor particularly highlighted work in the center: on Krasny Prospekt, Vokzalnaya Magistral, Ordzhonikidze Street, and part of Sovetskaya Street.
«For these purposes, last year we allocated an unprecedented volume of funding: around 400 million rubles (approximately $4.4 million at current rates), if counted consolidated,» he noted.
Tighten Our Belts
In 2026, 52.9% of the regional road network must be in regulatory condition. In the agglomeration, maintenance repairs need to preserve about 85.7% of roads, and for the core regional road network — 74.9%. And for all this, about 7.4 billion rubles (approximately $82 million at current rates) have been allocated, of which less than half are federal funds.
«To achieve these indicators, work will be carried out at 60 facilities, 160 kilometers of roads will be brought up to regulatory condition, and also 578 linear meters of bridges and overpasses,» said the head of the regional Ministry of Transport. «Special attention is paid to bringing school routes up to regulatory condition: by the end of 2026, 64.5 kilometers will be repaired.»
In Novosibirsk, they have also determined the list of streets that need to be brought up to regulatory condition, with the total length of road sections being 53 kilometers. Two large facilities will be constructed: first, the final stage of the reconstruction of Titova Street from Port-Arturskaya Street to Dukach Street is planned; second, work will continue on the construction of the road to the Klyukvenny settlement. Also in 2026, the reconstruction of the Dimitrova Bridge and the bridge over the Tula River on Petukhova Street will continue — these are two carry-over facilities.
Not Percentages, but Lives
Anatoly Kostylevsky acknowledged that the only indicator that was not achieved in 2025 was the reduction in mortality from road accidents. The so-called transport risk was 2.13 per 10,000 vehicles. In the region, this indicator was 2.29.
«We exceeded by 0.16%, unfortunately. But it»s hard to judge human lives in percentages. The number of fatalities increased, it increased on federal and regional roads — this includes the Ordynskoye direction and the Leninsk-Kuznetskoye direction. For federal highways, we have three main ones: the Chuisky direction to Altai, the Omsk direction, and there were quite a few accidents with fatalities towards Bolotnoye and Kemerovo, in the Krasnoozyorsk district,« listed Anatoly Kostylevsky.
He also noted a large number of deaths within the so-called golden hour: from the moment of the accident to the arrival of emergency medical assistance.
In the city, according to Iosif Kodalaev, on the contrary, improvement was noted: the number of fatalities in road accidents, according to his data, compared to the same period in 2024, decreased by almost 25%.
To prevent tragedies on the roads, new cameras, gobo projectors, and traffic lights are being installed. But the main emphasis, officials believe, should be on propaganda. In 2026, about 47.5 million rubles (approximately $528,000 at current rates) will be directed to these purposes. This amount is identical to last year«s, but the funds will be distributed with different emphases.
«We will go to the districts, cover more social networks, more schools, kindergartens, and work including with outdoor advertising,» explained Anatoly Kostylevsky.
On January 27, NGS reported that repairs on the Dimitrova Bridge will begin without waiting for the spring period.
