Krasnodar Woman Fined for Parking in Formerly Free Zone Without Signs
A Krasnodar resident said that she often parks on Filatova Street between Shkolnaya and Peredovaya. It was free parking, but since January 21, she started receiving fines for non-payment — 3000 rubles (about $33 at current rates) each. She has already received three citations for January 1, 2, and 3, 2026.
«Moreover, until recently (the sign was put up on the evening of January 21 or morning of January 22), there was no marking, no signs, or any hints that it was a paid zone at all. In reality, it»s just a regular roadside parking,« the Krasnodar woman said.
On the Krasnodar parking website, the zone is indeed listed as paid — 30 rubles per hour (about $0.33 at current rates) from 08:00 to 19:00, but on maps such as 2GIS or Yandex Maps, the zone is still shown as publicly accessible and free.
The woman doesn«t understand how she was supposed to know that parking became paid if there were no signs or placards on the spot, and the fee could only be found out through an app.
«It feels like there was a mass issuance of fines during the holidays. I called the number on the sign — they said parking is paid from January 1, 2026. Now I»m trying to call the transport service to clarify when exactly the sign was installed, but they«re not picking up,» the woman added.
The press service of the Krasnodar administration told the portal 93.RU that the section of Filatova Street between Shkolnaya and Peredovaya was designated for municipal paid parking by a resolution dated March 25, 2025. To see which other streets will have paid parking, you can read our news.
Parking on Filatova Street was put into operation on January 1, 2026. According to the transport department, corresponding road signs were installed on the same date.

Recall that in various cities of the Krasnodar Krai and Russia, parking was made free for residents during the New Year holidays. For example, in Novorossiysk, Anapa, and Sochi, as well as in Moscow. However, the authorities of Krasnodar kept the spots paid.
