Doroshenko Children Arrested Over Kuban Road Construction Seizure
The Central District Court of Sochi has chosen a pre-trial restriction measure for Eldar and Milana Doroshenko. They are the children of State Duma deputy Andrei Doroshenko. The brother and sister are suspected of fraud on a particularly large scale, as reported by journalist Andrei Koshik. The information was confirmed by 93.RU in the combined press service of the courts of Krasnodar Krai. Eldar and Milana Doroshenko were taken into custody on January 24.
The Doroshenko children own LLC PKF «DTK». This company is currently reconstructing the Western Bypass for 2.5 billion rubles (approximately $25 million at current rates). Moreover, Milana Doroshenko owns LLC «Severskoe DRSU». One of the firm«s latest contracts is for the maintenance of highways in 2022 in the Abinsky, Krymsky, and Slaviansky districts for 184 million rubles (approximately $1.84 million). The family had previously received multi-million state contracts for the repair of Krasnodar roads.
Andrei Doroshenko himself is currently involved in an anti-corruption lawsuit. He, along with former Kuban transport minister and former State Duma deputy Anatoly Voronovsky and Krasnodar Krai Legislative Assembly deputy Alexander Karpenko, is suspected of seizing road construction projects.
According to case materials, Voronovsky distributed state procurement orders at his discretion—among a «narrow circle of companies»—and demanded money for it. This is a kind of payment for access to performing road works and maintaining roads.
Among the controlled individuals, the lawsuit states, Voronovsky involved, among others, Doroshenko and Karpenko. Together they selected the firms that would win auctions, concluded contracts with them, and «unhindered accepted the work.»
In the kickback scheme, current head of the Kuban Ministry of Transport Alexei Pereverzev is also suspected. He was detained along with his deputies. On January 28, it became known that the official was released from pre-trial detention under a travel restriction pledge. According to a 93.RU source, he gave testimony against his colleagues.
Earlier, 93.RU wrote that the property of Doroshenko and Voronovsky was arrested. They are suspected of corrupt enrichment amounting to 2.8 billion rubles (approximately $28 million).
