Deputies approve stricter fines for parking on lawns in Ryazan

Ryazan residents will be fined even more harshly for parking on lawns. The bill, developed on the instruction of the regional governor Pavel Malkov, was adopted today at a meeting of the Ryazan Regional Duma in the first reading.

Three deputies opposed the stricter fines during the legislative session.
The document was presented to the deputies by the deputy head of the Ryazan administration Anton Astafyev. He explained that amendments to the regional law «On Administrative Offenses» provide for stricter penalties for parking cars on lawns, flowerbeds, children«s and sports grounds.
As follows from the explanatory materials, the existing measures have proven insufficiently effective. In 2024, administrative commissions considered 1,312 cases of repeated parking on lawns and areas with green plantings — in a number of cases, violations were committed from two to six times. The absence of separate responsibility for repeated offenses led to a high level of recidivism.
The bill proposes to introduce differentiated administrative responsibility depending on the category of the offender — for citizens, officials, and legal entities, as well as to establish increased fines for repeated violations.
Thus, for the first placement of a vehicle on a lawn, flowerbed, children«s or sports ground, it is proposed to fine citizens from 1 to 3 thousand rubles (approximately $11–33 at current rates), officials — from 5 to 10 thousand rubles ($56–111), legal entities — from 10 to 30 thousand rubles ($111–333). For repeated violations, the fine amounts are planned to be increased: for citizens — from 3 to 5 thousand rubles ($33–56), for officials — from 10 to 15 thousand rubles ($111–167), for legal entities — from 30 to 50 thousand rubles ($333–556).
The head of the administrative and technical inspection department of the Ryazan administration Andrei Alipov clarified that last year city authorities recorded 12,000 such violations, of which 3,500 were repeated. Meanwhile, deputy head of the administration Anton Astafyev said that most violations are committed by cars registered to legal entities.
Deputy from the Communist Party of the Russian Federation (CPRF) Denis Sidorov inquired about how many violations were recorded near social facilities. «I myself drive my child to school and to the hospital, and there is nowhere to park there. What should be done in such a case?» — asked Sidorov, noting that even when parking lots exist, they are often poorly cleared.
Speaker of the regional duma Arkady Fomin agreed with this point and asked the secretaries to record in the minutes that the Ryazan administration should be recommended to better clean parking lots.
Andrei Alipov, in response to Deputy Sidorov«s question, said that the number of violations near social objects is insignificant: »The main places are near residential buildings, from where the greatest number of complaints come. Violations in public places are insignificant.«
Representative of the Liberal Democratic Party of Russia (LDPR) Alexander Starikov inquired whether the opinion of residents of old housing stock was taken into account when developing the bill, where parking spaces were almost nonexistent initially, and in many families now there are often two cars.
Andrei Alipov acknowledged the problem: «The problem of sufficient parking spaces exists and together with the administration we are trying to solve it,» — he said.
In the end, 24 out of 27 deputies voted in favor of adopting the amendments in the first reading, three spoke against. Adoption in the first reading means that changes will still be made to the document; deputies must propose them no later than February 4 of this year.
