Residents of Neibuta Street in Vladivostok have appealed to law enforcement and city authorities to intervene in a situation involving the behavior of their neighbor from building No. 17. According to the residents, for several years the man systematically set his dogs on other animals in the courtyard and recorded the incidents on video.

«We, the residents of building 17 on Neibuta Street and nearby buildings, are filing a collective complaint against a neighbor — the dog owner, who for several years has systematically created a real threat to the life and health of people, including children and animals,» the residents wrote in their collective appeal.

The story, according to residents, has been going on for years, and several dog fights ended tragically. Just this year, two serious incidents were recorded.
During the New Year holidays, one of the neighbor«s dogs mauled a Shiba Inu to death. In January, aggressive dogs attacked a Labrador named Winter, who was being walked on a leash next to a child. The male survived, but his cervical vertebrae were broken — the dog lost the ability to walk. Residents also documented an episode where dogs were deliberately set on a tied-up dog, which sustained severe injuries.
One of the episodes was described in detail by a local resident, Andrei, in a conversation with a journalist from VLADIVOSTOK1.RU. According to him, in January 2025, the same man set his two dogs on a husky named Dex near a garage cooperative. The dog received several bites, but fortunately serious injuries were avoided.
After the incident, the owner of the injured husky filed a statement with the police. But according to an acquaintance of the victim, the investigation only began after the incident became public. A house camera accidentally recorded the incident, and the video spread on social media. The footage shows the owner of the aggressive dogs standing nearby, watching the fight, but not attempting to separate the animals.
Police officers of the Leninsky District opened a case and identified the participants in the conflict, but the case did not progress further for some reason.
«Most likely because sometimes he walked his dogs correctly — with muzzles and on a leash. However, at the crucial moment, the muzzle easily came off the dog«s face, and it calmly mauled Dex. And his leash was several meters long, allowing him to stand at a distance and shout something like »stop, Lord, no,« without trying to break up the fight,» Andrei summed up.
He noted that a year after the police intervention, the man continues to set his aggressive dogs on others as before. This was confirmed by other Neibuta residents, who said they are afraid to let their children out into the courtyard and to walk their pets.
According to locals, the situation has long gone beyond a domestic conflict and requires a legal assessment. In the collective complaint, they ask for a full investigation, an evaluation of the dog owner«s actions, and for him to be held accountable, as well as measures to ensure the safety of residents.
The authors of the complaint emphasized that they have repeatedly appealed to various authorities, but no effective intervention followed. In case of inaction now, they intend to appeal to the prosecutor«s office, the Investigative Committee, and the media.
The editorial board of VLADIVOSTOK1.RU sent a request to the press service of the Vladivostok police regarding the possible reopening of the investigation into the behavior of the aggressive dog owner on Neibuta Street. At the time of publication, no response from the agency had been received.
