Ust-Kut Official Arrested Over Dog Capture and Sexual Assault

Mikhail Tyshkivsky, an official from Ust-Kut who is a suspect in a case of negligence in dog capture and sexual violence, has been taken into custody. According to a February 2 report on the Telegram channel of the Investigative Committee of the Russian Federation (ICRF) for Irkutsk Region, he will spend at least two months in pre-trial detention.
Tyshkivsky, who holds the position of chairman of the district committee for agriculture, natural resources, and ecology, was detained during the January holidays after a pack of stray dogs attacked a 10-year-old boy. The child had his ear torn off and was hospitalized in intensive care with various injuries. It was later revealed that Tyshkivsky, who had been released on a pledge not to leave, disappeared from the view of law enforcement.
Then he was detained and faced another charge. This time — for sexual violence. The details of the crime he is accused of have not been disclosed.
