Ust-Kut District Official Declared Wanted in Negligence Case

An Ust-Kut district official is wanted by investigators in a criminal negligence case following a dog attack on a child.
Mikhail Tyshkivsky, the head of the agriculture, natural resources and ecology committee of the Ust-Kut District administration, has been declared wanted. He was previously detained in a case about a stray dog attack on a 10-year-old boy in Ust-Kut (Irkutsk region, Russia), which was initiated under the article «Negligence.» This was reported to IrCity by the press service of the Investigative Committee«s directorate for the Irkutsk region.
The department is not disclosing the details of the case: it is unknown when Tyshkivsky was declared wanted and where he might be.
Recall that the dogs attacked the child on 5 January. It is known that the boy went to look for his pet, which had broken off its chain. In the Biryusinka neighborhood, he was attacked by stray dogs. The boy was taken to the hospital with serious injuries and underwent emergency surgery.
According to the Investigative Committee, law enforcement officers conducted searches in the district administration and seized documentation that is significant for the investigation of the criminal case initiated under the article «Negligence.» Mikhail Tyshkivsky was detained in this case for 48 hours until a preventive measure was chosen.
Later, unknown individuals began shooting a pack of dogs in Ust-Kut. The shooters drove around in a car and left the killed animals on the streets. According to an IrCity source, several animals had to be killed because they showed aggression during capture, but the administration of Ust-Kut and the district denied any involvement in the shooting and stated that the dogs were taken to Bratsk.
Also, a criminal case on causing serious harm to health through negligence was initiated against a female resident of Ust-Kut who had been feeding the pack of stray dogs that attacked the child.
