Schoolboy who attacked Nizhnekamsk lyceum may avoid criminal punishment

A 13-year-old who stabbed a cleaner at a school in Nizhnekamsk is unlikely to face a criminal case and could be sent to a special closed school.

The schoolboy who stabbed a cleaner at a school in Nizhnekamsk may be sent to a special educational institution of a closed type because he has not reached the age of criminal responsibility. TASS reported this with reference to a lawyer.

«With a high degree of probability, the teenager will be placed in a special closed-type educational institution. Further work will be carried out with him: psychological, pedagogical, and medical if necessary. Both with him and separately – with the parents,» said Elena Kobzeva, a Candidate of Legal Sciences.

She recalled that the teenager is only 13 years old, so the criminal case against him will most likely be dropped.

The attacker«s parents are also unlikely to face criminal prosecution if they did not involve him in committing the crime.

«There is Article 156 of the Criminal Code of the Russian Federation, which provides for liability for improper upbringing of children, but only if it is combined with cruel treatment of the child. This is not that situation. Therefore, for the parents, everything will most likely be limited to administrative liability under Article 5.35 of the Administrative Offences Code of the Russian Federation. In such cases, this is almost inevitable: it means they failed to supervise, failed to watch over, failed to educate properly somewhere,» added Kobzeva.

Leonid Armer, director of the ANO «Center for the Protection and Development of the Individual», holds the same opinion.

«In theory, the only thing that can be applied to the parents is failure to fulfill parental duties, which is an administrative fine,» he suggested.

Yesterday, 22 January, a schoolboy stabbed a cleaner with a knife at Lyceum No. 37 in Nizhnekamsk. The victim had 8 stitches applied. During the attack, the 7th-grader also fired a flare gun and set off firecrackers, causing himself injuries. He was hospitalized.

It is known that a close female friend of the attacker died a couple of days ago. One of his classmates described the teenager as strange but noted that he was not bullied at school. According to him, the attacker was also interested in channels about terrorism.

A criminal case has been initiated on charges of attempted murder and negligence. City authorities assessed the school administration«s actions as prompt. After the alarm was raised, staff and students immediately took shelter in classrooms, barricaded the doors, and remained in safe places until special services arrived.
