Moscow region closed town head detained on bribery suspicion

Yevgeny Barishevsky, the head of the Zvyozdny Gorodok closed town in the Moscow region, has been detained on suspicion of bribery, the TASS news agency reports citing law enforcement.

According to media reports, the man was detained on 16 January. A criminal case has been opened against Barishevsky under Part 5, Clause «c» of Article 290 of the Russian Criminal Code (receiving a bribe on a large scale). If found guilty, the official faces up to 12 years in prison. The case is being considered by the Tver District Court of Moscow.
Investigators filed a motion with the court for Barishevsky«s arrest, but he was placed under house arrest instead.
According to the local newspaper Vzglyad s Orbit (A View from Orbit), the reason for Barishevsky«s detention was a bribe for accepting landscaping work at the Lastochka kindergarten. This is the only kindergarten in Zvyozdny Gorodok and is part of the school named after twice Hero of the Soviet Union V. M. Komarov.
A tender for the supply and installation of 65 children«s play elements on the kindergarten»s territory was published in September 2025. According to the documents, new sandboxes, swings, benches, playhouses, spring riders, mazes, and other items were to be installed.
The kindergarten landscaping was completed in December. According to the town«s Telegram channel Zvyozdny Gorodok, the work deadlines were missed and the quality leaves much to be desired.
Some also complained that the kindergarten«s anniversary (in October it marked 50 years since its construction) was ignored, and its staff received no bonuses. The landscaping work had actually been promised for completion in August.
Yevgeny Barishevsky was born in 1981 in Balashikha, Moscow region. In 2000, he graduated from the Moscow College of Architecture and Construction Management with a degree in urban planning cadastre. Seven years later, he received an education in urban construction and management, and in 2011 he graduated from RANEPA (the Russian Presidential Academy of National Economy and Public Administration) with a degree in management sociology.
He began his career in 2004 as a project manager for the youth labor detachments «United Russia »We Live Here«». Barishevsky then served as head of the regional headquarters of «Young Guard of United Russia» and as coordinator of the «Personnel Reserve — the Country»s Professional Team« project for Moscow Oblast.
From 2009 to 2011, Yevgeny Barishevsky was a deputy of the Moscow Oblast Duma, after which he worked for three years as first deputy head of the regional branch of United Russia.
In addition to Zvyozdny Gorodok, Barishevsky also headed the administration of the Orekhovo-Zuyevo district from 2014 to 2016. He was first appointed head of the closed town«s administration in 2018. From 2021 to 2022, Yevgeny Barishevsky headed the Lobnya city administration.
In 2022, he was again appointed head of Zvyozdny Gorodok for a five-year term. The last post on his Telegram channel is dated 15 January.
Earlier in the Moscow region, former deputy head of Khimki Dmitry Kaygorodov was detained. He is suspected of large-scale fraud in the housing and utilities sector.
