Moscow Detains FADN Official for Fraud and Abuse

In Moscow, Sergei Razzhivin, the head of a department at the Federal Agency for Ethnic Affairs (FADN), was detained. He is accused of large-scale fraud and abuse of official authority (Article 159, Part 4 and Article 285, Part 1 of the Russian Criminal Code). This was reported by Kommersant citing a source.

FADN was established in Russia in 2015. This executive body is responsible for implementing state policy, including state and federal targeted programs in interethnic relations and the integration of foreign citizens.

According to the publication, the 45-year-old Razzhivin was detained in his own apartment. It is reported that in 2023, the official, then appointed head of the FADN department for the North Caucasus, Crimea, and Sevastopol, rented premises at inflated prices. The offices were registered under a close acquaintance of his.

The damage to the agency«s budget is estimated at 20 million rubles (approximately $222,000 at current rates). Subsequently, Sergei Razzhivin»s case will be transferred to the regional Investigative Committee at the crime scene, and he will be tried there.

On social media, Sergei Razzhivin lists Kislovodsk as his hometown. He also had a business in Ivanovo Region. According to data from the Unified State Register of Legal Entities (EGRUL), the main activity of his individual enterprise was jewelry trade, but he ceased this in 2013.

Over the years, Razzhivin managed a fuel trading company and a construction firm in Ivanovo Region, and had a hotel business in Tver Region.

In September 2025, Sergei Razzhivin was transferred from Pyatigorsk to Moscow, where he headed the Department for Monitoring Interethnic and Interfaith Relations, Preventing Extremism, and Interacting with Religious Associations.

Earlier, in the Moscow Region, the head of the closed administrative-territorial formation Zvyozdny Gorodok (Star City), Yevgeny Barishevsky, was detained. He was accused of bribery after the failure of improvement works for the only kindergarten in the town.
