Massive Icicle Falls on Woman's Head in Rostov

The incident occurred in the Western residential area. An elderly Rostov woman was injured by an icicle that fell on her head. According to Nikita Paremuzov, head of the Sovetsky District, the woman sustained injuries.

The incident happened on January 31 near building 4/1 on Communist Avenue. The icicle fell on the woman«s head as she was walking on the path. The injured Rostov woman has been taken to the hospital. Her life is not in danger.

«Today in our district, a woman was injured as a result of an icicle falling from the roof of an apartment building. The woman was hospitalized. I contacted the victim. I wished her a speedy recovery. The district administration will provide her with assistance in recovery. Regarding the management company, I have ordered an inspection. Such inaction will not go unpunished,» wrote Nikita Paremuzov, head of the Sovetsky District, in his Telegram channel.

Recall that if the yard is not cleaned, management companies face fines and license revocation.

There are several ways to pressure for a clean and safe space near the house. First, one should file a cleaning request with the management company. If it is ignored, then one should contact the head of the management company or the emergency dispatch service and write complaints to the housing inspection, local self-government body, licensing authority, and even the prosecutor«s office, a specialist clarified.

Any such complaint is grounds for an unscheduled inspection. If a violation is recorded, an order is issued, and then a fine may follow under Article 7.22 of the Russian Code of Administrative Offenses for improper maintenance of common property.

It is worth noting that managing an apartment building is a licensed activity, so inaction by the management company is a violation of licensing requirements. Separate liability is provided for this under Part 2 of Article 14.1.3 of the Russian Code of Administrative Offenses:

an official faces a fine of 50,000 to 100,000 rubles (approximately $500 to $1,000 at current rates) or disqualification for up to three years;

  • the company — a fine of 250,000 to 300,000 rubles (approximately $2,500 to $3,000 at current rates). In special cases, it may even lose its license.
