Hot Water Pipe Floods Basements on Grazhdanskaya Street; Fault Debated
On the evening of January 28, in a house on Grazhdanskaya Street in the Admiralteysky District of St. Petersburg, a hot water pipe burst, resulting in the flooding of basement premises.
As a local resident reported, in the basements of building 24, blocks A and B, water was knee-deep, steam rose from the heated liquid, and in apartments on the first floor, parquet flooring warped due to humidity.
In the basement, utilities of two organizations were laid — «Teploseti St. Petersburg» (St. Petersburg Heating Networks) and «ZhKS No. 2» of the Admiralteysky District (Housing and Communal Services No. 2). First, the emergency service of ZhKS stated that the incident occurred on the networks of «Teploseti,» pointing to a «defect at the inlet.»
However, representatives of «Teploseti» placed responsibility on ZhKS. After a joint visit to the site, employees of the district housing service admitted that the defect is on their section.
According to the resident, the basement was in unsatisfactory condition even before the accident: due to constant dampness, steam formed and mold spread. «Everything is covered in mold, both in the basement and on the first floor of the house,» she stated.
