In Krasnodar on January 27, FSB officers detained former Kuban vice-governor Anna Minkova. After her voluntary resignation, she became the general director of the TV channel Kuban 24.

Minkova was taken to her workplace for questioning by investigators.

Currently, «investigative actions» are being conducted with her, a source familiar with the situation told 93.RU. Preliminarily, Minkova is suspected of fraud in the healthcare sector, which she oversaw in her position as vice-governor.

Earlier, the portal 93.RU reported that on October 27, vice-governor of Krasnodar Krai Anna Minkova announced that she was leaving her post, which she had held for 10 years. She oversaw the social sector. The official said it was her personal decision.

«I myself made this decision, dictated by personal beliefs. The past ten years have been significant for the region»s social sphere, with considerable challenges along the way. … I will keep my social media accounts, but I will no longer be able to respond to your appeals. I sincerely wish everyone good health and happiness!« wrote Minkova.

From October 28, 2025, Minkova headed the media group Kuban 24. She had already worked at the local TV channel, holding the position of deputy director since 2006, and in 2014 she herself became director.

Meanwhile, the former general director of the media holding Kuban 24, Alexander Rudenko took Minkova«s position, that is, he became vice-governor for the social block. Earlier, 93.RU provided more details about the personnel changes in the regional administration.

Recall that in 2022, Minkova was at the center of a scandal when she told Krasnodar parents: «It is your choice to have children». Residents complained about a shortage of places in educational institutions.

Who is Anna Minkova?

Anna Minkova was born in the Adyghe village of Tlyustenhabl in Adygea, Russia, on February 23, 1978. She graduated from the journalism faculty of Kuban State University, and from 1999 worked as a correspondent at the TV channel GTRK Kuban. In 2004, she was appointed as an advisor to Governor Alexander Tkachev, and from 2005 to 2006, she was deputy head of the public relations department of the Krasnodar administration.

Then Minkova worked as first deputy director of GUP KK «Tele-Radiokompaniya NTK» (State Unitary Enterprise of Krasnodar Krai «NTC Television and Radio Company»). In March 2011, she became head of the information policy department of the regional administration, performing the functions of press secretary for Kuban Governor Alexander Tkachev.

In the summer of 2014, Minkova became the new director of the regional «Ninth Channel» (legally, it is the same GUP KK «TRK NTK»).

In 2015, Anna Minkova was appointed first as acting vice-governor, and then shed the «acting» prefix. The official oversaw the spheres of healthcare, education, culture, and mass media.
