Ex-military enlistment office assistant gets 6.5 years for fraud

The Primorsky District Court of St. Petersburg announced the verdict in a criminal fraud case. A former assistant to the military commissar and several of his accomplices have been held accountable.

As became known on February 2, Yuri Sergeyev, who previously informed citizens about payments when signing contracts with the Ministry of Defense, developed a criminal scheme no later than June 23, 2023. He created an organized group for illegal enrichment, using his knowledge of payments at PJSC «Rosseti Lenenergo» and St. Petersburg State Unitary Enterprise «Passazhiravtotrans».

The essence of the fraud was as follows: group members were hired at the mentioned companies, after which they presented employers with fake contracts about allegedly undergoing military service. These documents allowed them to receive due payments, although the contracts were formally executed.

According to the investigation, the organizers of the scheme were the 51-year-old ex-assistant of the military enlistment office and his 38-year-old wife. Sergeyev had free access to Ministry of Defense document forms containing signatures and seals.

  • Yuri Sergeyev was found guilty of four episodes of fraud totaling more than 3.2 million rubles (approximately $35,600 at current rates). He was sentenced to 6.5 years in a general regime colony and a fine of 650,000 rubles (approximately $7,200).
  • Anastasia Sergeyeva was sentenced to 3 years 3 months in a general regime colony for two episodes.
  • Valentina Sergeyeva and Diana Volkova each received three years probation with a two-year probationary period for one episode of fraud.
  • Vera Selezneva and Konstantin Shevyakov were assigned compulsory labor for three years with 10% of earnings withheld for state income.

The court ruled to recover 738,000 rubles (approximately $8,200 at current rates) from the defendants jointly as compensation for damages.
