The Voronezh department of the Investigative Committee has opened a criminal case for failure to fulfill parental duties after a shocking video spread online on the morning of January 28 — a man lowers a boy from a seventh-floor balcony on a rope, with a group around filming the act on their phones. The sobriety of the adults is in doubt. Channels that published the trash content report that it allegedly happened in Voronezh.

There is no confirmation yet that the footage is indeed from the capital of the Black Earth Region. Local police and prosecutors are conducting checks, and the head of the Safe Internet League, Yekaterina Mizulina, has responded. Now the story has reached the chairman of the Investigative Committee, Alexander Bastrykin: he has instructed his Voronezh colleagues to submit a report on the progress of the investigation and the circumstances that have been established. If the extreme dad is found, under criminal article 156, he could face up to three years in prison — no matter in which city this attraction actually took place.
