Court orders house arrest for official after child's death in well

A court in Chelyabinsk region has placed a local administration employee under house arrest following the death of a child in a well. The investigator had requested custody, but the court opted for house arrest until March 28.

The head of the property relations department of the property management committee of the Nyazepetrovsk administration, Alena Gorokhova, was placed under house arrest after the death of a child in a well. This decision was made by a court in Verkhny Ufaley, according to the Chelyabinsk region Investigative Committee (SKR) department.
According to the investigation, the administration employee showed negligence in the performance of her official duties — she was supposed to identify ownerless wells so that local authorities would take responsibility for their maintenance, but this work was not done for the flooded collector on Yuzhnaya Street.
«The investigator of the regional Investigative Committee petitioned for a preventive measure in the form of custody, but the court chose a preventive measure in the form of house arrest until March 28,» commented the press service of the Investigative Committee.
Under Part 2 of Article 293 of the Russian Criminal Code (negligence resulting in the death of a person through carelessness), various punishments are provided — from compulsory labor to up to five years of imprisonment.
Recall that the tragedy occurred on January 28. The child went missing after leaving for school. During the day, messages about the search appeared on social networks, and then the body was found. The well was covered with a piece of linoleum and a layer of snow. It is known that the deceased was from a large family, and the parents are raising two other children. Earlier, the Investigative Committee reported that a criminal case had been initiated for causing death by negligence.
