Yuri Slyusar Announces Street Trade Reform in Rostov Oblast

Governor of Rostov Oblast Yuri Slyusar has signed a decree initiating changes in the street trade sector. The reform will affect the operation of kiosks, stalls, and summer cafes.

«These changes are dictated both by your numerous complaints about spontaneity and sloppy pavilions, and by the demands of the time,» explained Slyusar.

According to the document, in each populated area of the oblast, territories permitted for the placement of trade facilities will be determined. For all pavilions, uniform standards of appearance will be established.

Entrepreneurs will have access to a digital platform with information on available spots and placement rules. Rental rights will be auctioned through open electronic tenders, and its cost will be calculated using a formula common to all municipalities.

«Local entrepreneurs, farmers, and combat veterans with state awards will be able to obtain a spot without participating in tenders,» clarified the governor.

The decree also introduces a ban on subleasing, so that a lessee cannot resell the right to a trade spot. This should ensure access to street trade for real producers.

«The decree has already taken effect, but we will implement all these measures gradually,» added Slyusar.

Recall that in August last year, the head of the region already spoke in defense of street kiosks, acknowledging their demand among residents, but pointed out the need to bring order to this sector.
