Yaroslavl explains land sale for private school

The Yaroslavl authorities have put up for auction a land plot in the Krasnoperekopsky District for the construction of a private children«s institution. The territory is located between Naumova, Fabrichnaya, and Bolshaya Pavlovskaya streets. According to the city»s Land Use and Development Rules, this plot is in a zone for children«s educational organizations, and its permitted use is «preschool, primary, and secondary general education».

The city administration explained why the city does not plan to build a municipal school or kindergarten here. The plot was designated as an educational zone back in 2009, but it was never included in the list of addresses for future municipal institutions.
«The area, configuration, and location features of the plot do not allow placing a municipal children«s educational organization there in accordance with current design standards and technical regulations,» the city administration told the portal 76.RU.
However, the land can be used to create a supplementary education institution or an organization for children with disabilities. It is for these purposes that the plot is planned to be leased.
The city administration assured that a private investor will not be able to change the purpose of the plot after winning the auction. In accordance with the Land Code of the Russian Federation, the type of permitted use of land leased from the state or municipality as a result of a tender cannot be changed.
The auction for the right to lease this plot will take place on 11 February. The starting price is set at 899,300 rubles per year (about $9,500 at current rates).
It is worth noting that a new school was recently built in the Krasnoperekopsky District of Yaroslavl on the site of the former School No. 53.
