In a memo on frostbite prevention, Rospotrebnadzor (the Russian consumer protection agency) for Yaroslavl Region advises the following: «Clothing that retains heat will help prevent the injurious effects of cold. Several layers of loose clothing, worn one on top of another, will warm you most effectively.»

The base layer, as experts explain, should wick moisture well; clothing made of polyester or polypropylene will handle this task. Cotton sets are not suitable.
