Who is to blame for sewage flooding streets in Krasnodar's new districts?

In Krasnodar, since the weekend of January 24 and 25, residents of new districts have been complaining about a «fecal sea». Batyrinskaya and Komandorskaya streets were flooded with sewage. Roads, sidewalks, and parking lots were submerged, and locals also spoke of a strong stench.

«The situation on Komandorskaya Street is getting worse every day. The street is constantly flooded, there is a sharp smell of sewage — it is simply impossible to be here. This is no longer just an inconvenience, but a threat to the sanitary situation and the health of residents. The city administration and the management company do not respond to the situation, despite numerous appeals,» a local resident said.
Another video captures the ongoing sewage overflow on Komandorskaya Street.
Locals note that the drains are being pumped out, but sewage flows flood the streets again in the evenings.
At a meeting of the City Duma, deputy Alexander Safronov asked Krasnodar Vice Mayor Vladimir Arkhipov why new microdistricts are being built without taking into account the worn-out sewer networks and how this problem can be solved.
In response, Arkhipov stated that this is not a question for the administration. The mayor«s office deals with storm drains, and the domestic sewer networks are the responsibility of the resource providers, in this case, the water utility.
«As for the domestic sewers, the technical conditions are issued by the resource-supplying organizations, which in one way or another carry out their actions there. Apparently, to solve these issues, the water utility is now modernizing its domestic sewer networks on Solnechnaya — from Rossiyskaya to Moskovskaya, and on Moskovskaya a whole series of collectors are being replaced, including the one that collapsed last year. When issuing technical conditions, this is already the personal responsibility of the resource provider, including criminal: what capacity they issue, how it should work, and so on. I cannot say anything for them, but believe me, it is not particularly pleasant for me when all this «topic» on Batyrinskaya gets into our storm drain,» said Vladimir Arkhipov.
Earlier, 93.RU wrote that on January 27 the intersection of 40-letiya Pobedy and Geroyev Razvedchikov was flooded with feces. According to the water utility, the sewage system was clogged.
