The coast of Lazurnaya Bay in Vladivostok, known to locals and tourists as Shamora, is preparing for the most extensive renewal in its entire history. The development concept for the area until 2030 was presented to local entrepreneurs, according to the city hall.

Shamora is more than three kilometers of beach on the coast of the Sea of Japan, one of the most popular recreation spots in Vladivostok. About 117,000 tourists visit annually, and 28 cafes and restaurants operate on the coast. However, the infrastructure has long been unable to handle the load, and regional authorities have decided to change the approach to developing the area.

The press service of the Vladivostok administration noted that on Shamora, they plan to create a modern resort for year-round recreation — with new utility networks, warm pools, baths, and a wide pedestrian promenade, designed in a unified architectural style.

As reported by Nikolai Stetsko, deputy chairman of the government of Primorsky Krai, the key task of the project is to make Shamora convenient and comfortable for people without destroying its natural attractiveness.

The first and most important stage is the development of utility infrastructure. On Shamora, the construction of a modern sewage system with a capacity of up to 6,180 cubic meters per day is planned, as well as a 110-kilowatt substation that will ensure stable electricity supply to the entire area. Without this, authorities emphasized, civilized recreation is impossible.

The appearance of the beach will also change. The central promenade will be widened to 20 meters along the entire length of the coast, making seaside walks convenient even at the peak of the tourist season.

In addition, the project includes the construction of a parallel road — it will run north of the existing highway and is intended to relieve traffic flows.

Vladivostok Mayor Konstantin Shestakov noted that the demand for updating Shamora has been long-standing among residents. According to him, the joint work of the city administration and the regional government has made it possible to form a unified concept, which is planned to be implemented by 2030.

Special attention will be given to business. For entrepreneurs willing to participate in the project, subsidies will be provided: compensation of up to 10 million rubles (approximately $100,000 at current rates) for improvement, up to 2.5 million rubles (approximately $25,000 at current rates) for creating non-capital accommodation facilities, and reimbursement of up to 50% of costs for technical connection to networks.

At the same time, owners and tenants of plots were reminded that it is already important to maintain order in the areas: regularly clean the beach and provide services in accordance with established standards.

In the near future, authorities await proposals from entrepreneurs for adjustments to the concept and statements of willingness to participate in the project. After that, a working group will be formed to handle the practical implementation of the concept.
