Residents of Voronezh noticed a flood near the «Nizhnyaya» stop on Leninsky Prospekt as early as the afternoon on Wednesday, 4 February. Water flowed like a river down the street, and then — due to the severe cold, it was about −20°C (−4°F) during the day — a skating rink naturally formed.
Water gushed like a river before freezing into an icy sheet.

At «RVK-Voronezh», they stated that they were going to fix the accident only the next morning at 9:30 AM:
— Specialists have detected a leak on the pressure water main. The emergency crew has already left for the site.
There was no information about water shutoffs at that time. But this was not the only utility emergency with burst pipes that occurred on 4 February. The same scenario — flood and icy lake — unfolded in the morning in the new residential complex «Sputnik» in the Severny District. Cars in the parking lot froze into huge puddles; local residents published epic photos. But there the fault turned out to be not with RVK, but with the management company. People went without water for half a day; water supply began to be restored only around 2:30 PM. Recall, on 31 January — ahead of the approaching snowfall and abnormal frosts — Governor Alexander Gusev warned officials and utility workers that the bad weather would be a test of professional competence.
Update. At 12:33 PM, RVK reported that during the repair work, water was shut off in six houses on Leninsky Prospekt: Nos. 28, 30, 32, 34, 36, 36a. How long they will last is unknown. The frozen ground is being broken with a hydraulic hammer; only after that will they start digging the pit.
Update 2. At 5:13 PM, RVK reported the completion of repairs.
