Voronezh Prosecutors Find 5,000 Violations in Housing Sector

Prosecutors in Voronezh Region have initiated 40 criminal cases after uncovering over 5,000 violations in the housing and utilities sector over the past year.

In 2025, over 5,000 violations of laws in the housing and utilities sector were committed in Voronezh Region. This was reported by the regional prosecutor«s office on January 29.

To address the violations, the prosecutor«s office challenged 543 illegal legal acts and issued 1,675 submissions. More than 1,300 people were held disciplinarily and administratively liable, including three employees of the regional Ministry of Housing and Utilities and Energy. 207 lawsuits were filed in court, and 40 criminal cases were initiated.

The prosecutor«s office also focused on the scandalous capital repair program. After the intervention of supervisory authorities, work on repairing gas supply systems in 105 houses was included in this program, amounting to 1.015 billion rubles (approximately $14 million at current rates). Also, after prosecutorial intervention, over 2 billion rubles (approximately $27 million at current rates) were allocated for the modernization of housing and utilities facilities in the region, and about 20 km of dilapidated networks were repaired.

Prosecutors also paid attention to utility accidents. Due to inadequate service provision, residents of Voronezh Region had their housing and utility fees recalculated last year for a total amount of over 2.5 million rubles (approximately $33,000 at current rates).
