Volgograd's 1 Billion Ruble Two-Year Road Lease

GBU Volgogradavtodor has completed a procurement for leasing combined road machines, municipal equipment and gear for 2026–2028. Lease payments will be made from subsidies for fulfilling state assignments and other income-generating activities.
As follows from the auction documentation, the total amount of equipment procurement is 824,634,144.52 rubles (approximately $8,680,400 at current rates) broken down over three years. In 2026, 155 million rubles (approx. $1,631,600) are planned for leasing, 335 million rubles (approx. $3,526,300) will be spent in 2027, and the remaining amount — 334,634,144.52 rubles (approx. $3,522,500) — in 2028. This amount is intended for the purchase of 26 dump trucks, 3 unidentified vehicles for municipal and road maintenance, six self-propelled machines for municipal and road maintenance, and three machines for mixing mineral substances with bitumen. All equipment must be manufactured no later than 2025. The warranty for most equipment must be 24 months, except for vehicles for municipal and road maintenance, which have a 12-month warranty period. Similar warranty obligations apply to attachments mounted on the vehicle chassis.
The lease term is expected to be two years, with first deliveries starting 90 days from contract signing. The lessor retains the right to monitor the proper use of the property, subject to prior notification of the lessee about the upcoming inspection.
V1.RU sent a request to the Committee for Transport and Road Management of Volgograd Region asking to clarify the equipment specification and the name of the winning firm, which turned out to be the sole auction participant.
