Volgograd to spend millions on utility bill delivery

An auction has appeared in the unified procurement information system for the provision of services to deliver addressed and named payment documents to residents of Volgograd and the oblast. The customer is the IVC ZhKKh i TEK (Information and Computing Center for Housing and Utilities and Fuel and Energy Complex), and applications are accepted until February 12 of this year. Let«s look at what the contractor will have to do and at what cost.

For the delivery of receipts with amounts that sometimes outrage residents, they plan to allocate about 40,484,358 rubles (approximately $449,800 at current rates) from the organization«s own funds. According to the procurement»s price justification, the services were calculated based on the number of people in settlements. Depending on the number of residents, they are willing to pay an average of 4.28 to 9.83 rubles per receipt.

It is assumed that in settlements with a population of over 100,000 people, 490,000 payment slips will be delivered per month. And in settlements with a population from 20,000 to 100,000 and less than 20,000 — 94,000 and 13,000 respectively. The contractor will have to pick up payment slips in batches from collection points in Volgograd and Volzhsky. Then deliver them to specific mailboxes within three days in Volgograd and five days in the oblast.

The term of service provision, as well as payment, has not been approved and will be determined by the contract terms. The auction results are planned to be summarized on February 16.
