Volgograd to Hold Public Hearings on New Land Use Rules
The administration of Volgograd has scheduled public hearings on the draft updated Rules of Land Use and Development. This urban planning document, which regulates permitted types of construction, was prepared on an accelerated timeline following the approval of the city«s new master plan.
The discussions are scheduled for the period from 24 January to 13 February 2026. Residents will be able to review the project materials from 24 January to 12 February, on weekdays from 10:00 to 12:00, at the address: 7a Port-Saida Street.
Suggestions and comments on the document will be accepted until 12 February inclusive via the following methods:
- In writing to: 400066, Volgograd, 15 Lenin Avenue, Department of Urban Planning and Architecture.
- Through the official website of the city administration, the «Participate» section, under the banner «Gosuslugi. Resolving Together. My Choice, My Future».
- By signing a visitor log at the exposition at 7a Port-Saida Street.
Electronic submissions require a verified account on the Unified Portal of State Services.
The decision to develop the new rules was signed on 18 December 2025. According to the document, the project must establish urban planning zoning for the entire territory of Volgograd in a single stage. Oversight of the work is assigned to First Deputy Mayor Irina Peshkova.
The complete preparation of the Rules of Land Use and Development must be finalized by the end of the first quarter of 2026.
